the sentence reads: I can't say with any accuracy how windy it got that day, but what I can say for sure is that it was blowing "old boots"!
it is a sailor's saying and it means it was so windy that even old boots (meant to be the strongest thing on a boat) blew with the wind...no sé si hay algo así en español, volaron hasta los/las...a ver si me podeis ayudar ;)

I don't know of any similar saying in Spanish. I found this Spanish proverbs' site by subject, and they have a section for sailor's saying but none of them have a specific reference to strong winds like this English one.

levantaba el rabo a los perros
En mi tierra se dice así. Allí sopla la tramontana, y cuando es realmente fuerte decimos que "levanta el rabo a los perros". No sé si te servirá de ayuda, pero espero que sí.

I know there are no rocks on a boat, but the expression can be seen as a saying and it doesn't sound out of place.
