Actually, as far as i rememember, '�������E���� ���������' mean that "we will be defeated anyway, let's not fight" - the author talks more about "spreading subversive / anti-soviet ideas.

I think it should be "пораженчЕские" instead.

"пораженческие настроения" is "defeative attitude" in English.

Just a suggestion about the sentense: \"Он распространял...\": He tried to provoke /or stir up /or agitate the feeling of defeat... That is how I would write it.

More on \'пораженчEские настроения\' = it\'s more like \"let\'s surrender, there no sense to oppose\" - this is \'defeative attitude\' unlike \'to fight the Soviets\' propaganda in the context.
