В ситуации, когда держатели большинства голосов воздерживаются от голосования за кандидатуру директора, это практически означает "против". Т.е. демонстративное нежелание голосовать - это де факто то же самое, что вотум недоверия. Поэтому, как ни крути, в таком контектсе, это будет иметь негативную окраску.
