In fact "advisor" is listed in the Webster's as an alternate, less common, spelling.

The term insider here means prison inmate; the phrase then works fine if you ignore the slash. Thus the inmate peer advisers (typo in original) or the officers of the prison wing are to be applied to.

The slash is correctly put, as an Insider can also be an officer or other person who by virtue of its employment or other close relationship have access to information about the prison's operations. Thus, staff holding confidential positions within a prison
This is what logically came up according to
