per gram of ml.

It's the 'waren' part that's getting me.... 'statutory commodity regulation requirements' ... 'required under the statutory commodity regulations'.

This act applies to food as well as to various other products.
It seems that the act produced a number of implementing decrees that more specifically regulate certain product groups (e.g. food, gasoline, electronics,...).
