依 XX 法令规定实施检查及检点。

Does 检点 refer to the things to be checked or the check location? In both cases, it does not make a lot of sense to "implement" them, does it?

Can someone please guide me in the right direction? TIA!

Sorry for not responding promptly because the different time zone.In this case, I guess Lu Zou's answer is probably right: to examine or review the particular items or other relevent data something like that.

I don't think the text would repeat itself for nothing. Perhaps a reasonable translation might go: implement testing and [define] checkpoints in accordance with the XX protocol/specifications.

I suspect the term in question has been influenced by English and does not have the standard meaning given in dictionaries -- in particular, is a noun and not a verb here.

quality control 评质

A complete guess. Inspection and quality control/quality assurance (procedures)

I don't even know if 评质 is spelt correctly. A Chinese 同事 taught me this word the other day.

Maybe '点' 代替 优点;缺点,弱点等 - another wild guess. Googling now might confirm whether I am on the right track or not...
