- Ētikas kodekss arī definē, ka lobētājs ir fiziskā persona vai privāto tiesību juridiskā persona, kas, savu vai citu privātpersonu interešu vadīta, par atlīdzību vai bez tās veic lobēšanu - apzināti un sistemātiski komunicē ar publiskās varas subjektiem nolūkā ietekmēt lēmumu pieņemšanas procesu noteiktu privātpersonu interešu īstenošanai.

- Qu'est-ce qu'un lobbyiste ?
Les députés (européens) reconnaissent que les lobbyistes peuvent apporter une expertise utile, mais jugent essentiel de pouvoir identifier les organisations représentées par des groupes d'intérêts.
Ils définissent le lobbyiste comme quelqu'un dont "les activités visent à influer sur l'élaboration des politiques et les processus décisionnels des institutions européennes". Ainsi, qu'il s'agisse de représentants d'intérêts publics et privés ou d'organisations, à but lucratif ou sans but lucratif, ceux-ci doivent être considérés comme lobbyistes s'ils cherchent à influencer fréquemment les institutions. Le rapport tel qu'approuvé, cite également les ONG, les groupes de réflexion, les juristes (dès lors qu'ils ne cherchent pas à influer sur le droit jurisprudentiel), les syndicats et les organisations patronales.
