GENERAL INSTRUCTIONS TO OFFERORS
The Offeror is requested to submit a proposal directly responsive to the terms, conditions, and clauses of this RFP. Proposals not conforming to this solicitation may be categorized as unacceptable, thereby eliminating them from further consideration.
Proposals must be received no later than May 10, 2024 at 4:00 PM EST. Proposals must remain valid for a minimum of sixty (60) days. The Offeror may submit its proposal electronically by Internet email with up to 2 attachments (2MB limit) per email compatible with MS WORD, Excel, and Adobe Acrobat in a MS Windows environment to: [email protected]
The overall proposal shall consist of two (2) physically separated parts, as follows: Volume I – Technical Proposal; and Volume II – Cost Proposal. Technical Proposals must not make reference to pricing.
Alternative proposals will not be considered.
Any proposal received in response to this solicitation will be reviewed strictly as submitted and in accordance with the evaluation criteria specified in Part 2, Evaluation Factors for Award.
The person signing the Offeror’s proposal must have the authority to commit the Offeror to all the provisions of the Offeror’s proposal.
Global Communities is not obligated to make an award or to pay for any costs incurred by the Offeror in preparation of a proposal in response hereto.
Global Communities reserves the right to accept or reject any proposal, and to cancel the bidding process and reject all proposals, at any time prior to award, without thereby incurring any liability to Offerors or any obligation to inform Offerors of the grounds for Global Communities action.
The Offeror should submit its best proposal initially as Global Communities intends to evaluate proposals and make an award without discussions. However, Global Communities reserves the right to conduct discussions should Global Communities deem it necessary.
Proposals must be clearly and concisely written and must describe and define the Offeror’s understanding and compliance with the requirements contained in Statement of Work, which can be found in Part 3 of this RFP. The proposal should clearly address each of the evaluation factors set forth in Part 2. All pages of each volume (cost and technical) must be sequentially numbered and identified with the name of the Offeror and the RFP number.
SPECIAL RFP CONSIDERATIONS
The anticipated type of contract to be awarded under this RFP is a three-year Basic Ordering Agreement (BOA). We anticipate awarding one or more BOAs. Services will be competed amongst BOA holders as translation requirements arise and contracted for using task orders issued by Global Communities.
(i) Offerors are informed that Global Communities complies with U.S. Sanctions and Embargo laws and Regulations including Executive Order 13224 on Terrorist Financing, which effectively prohibit transactions with persons or entities that commit, threaten to commit or support terrorism. Any person or entity that participates in this bidding process, either as a prime or sub to the prime, must certify as part of the bid that he or it is not on the U.S. Department of Treasury Office of Foreign Assets Control

Translation - Spanish Parte 1: Instrucciones para los oferentes
I. INSTRUCCIONES GENERALES PARA LOS OFERENTES
A. Se solicita al oferente que presente una propuesta que responda directamente a los términos, las condiciones y las cláusulas de esta solicitud de propuestas (RFP, por sus siglas en inglés). Las propuestas que no se ajusten a esta solicitud pueden clasificarse como inaceptables y, por lo tanto, eliminarse de cualquier consideración posterior.
B. Las propuestas deben ser recibidas hasta el 10 de mayo de 2024 a las 4 p. m. EST (hora del este). Las propuestas deben mantenerse válidas por un mínimo de sesenta (60) días. El oferente puede enviar su propuesta por correo electrónico a través de Internet con hasta 2 archivos adjuntos (límite de 2MB), compatibles con MS WORD, Excel y Adobe Acrobat, en un entorno de MS Windows a: [email protected]
C. La propuesta general constará de dos (2) partes separadas físicamente de la siguiente manera: Volumen I –Propuesta técnica–; y Volumen II –Propuesta de costos–. Las propuestas técnicas no deben hacer referencia a los precios.
D. No se tendrán en cuenta las propuestas alternativas.
E. Cualquier propuesta recibida en respuesta a esta solicitud será revisada estrictamente según se presentó y de acuerdo con los criterios de evaluación especificados en la Parte 2, Factores de evaluación para la adjudicación.
F. La persona que firme la propuesta del oferente debe tener la autoridad para comprometer al oferente con todas las disposiciones de la propuesta.
G. Global Communities no tiene la obligación de otorgar una adjudicación ni pagar por ningún costo generado por el oferente en la preparación de una propuesta en respuesta a este documento.
H. Global Communities se reserva el derecho de aceptar o rechazar cualquier propuesta, cancelar el proceso de licitación y rechazar todas las propuestas en cualquier momento antes de la adjudicación, sin que esto implique ninguna responsabilidad hacia los oferentes ni la obligación de informarles sobre los motivos de sus acciones.
I. El oferente debe presentar su mejor propuesta inicialmente, ya que Global Communities tiene la intención de evaluar las propuestas y otorgar una adjudicación sin negociaciones. Sin embargo, Global Communities se reserva el derecho de entablar negociaciones, si lo considera necesario.
J. Las propuestas deben estar escritas de manera clara y concisa; además, deben describir y definir la comprensión y el cumplimiento del oferente con los requisitos contenidos en la declaración de trabajo, que se puede encontrar en la Parte 3 de esta RFP. La propuesta debe abordar, de modo claro, cada uno de los factores de evaluación establecidos en la Parte 2. Todas las páginas de cada volumen (costo y técnico) deben estar numeradas secuencialmente e identificadas con el nombre del oferente y el número de la solicitud de propuestas (RFP).
II. CONSIDERACIONES ESPECIALES PARA LA SOLICITUD DE PROPUESTAS (RFP)
A. El tipo de contrato anticipado que se otorgará bajo esta solicitud de propuestas es un acuerdo de pedido básico (BOA, por sus siglas en inglés) de tres años. Prevemos la adjudicación de uno o más acuerdos de pedido básico. Los servicios se licitarán entre los titulares de dichos acuerdos a medida que surjan las necesidades de traducción y se contratarán mediante órdenes de trabajo emitidas por Global Communities.
B. (i) Se informa a los oferentes que Global Communities cumple las leyes y reglamentos estadounidenses en materia de sanciones y embargos, incluido el decreto 13224 sobre Financiación del Terrorismo, que prohíbe efectivamente las transacciones con personas o entidades que cometan, amenacen con cometer o apoyen actos de terrorismo. Cualquier persona o entidad que participe en este proceso de licitación, ya sea como contratista principal o subcontratista, debe certificar como parte de la oferta que no está en la lista de la Oficina de Control de Activos Extranjeros del Departamento del Tesoro de Estados Unidos.
