Минздрав РФ направил письмо в адрес Минприроды с предложением ввести экологический налог на сигареты, потому что отходы табачной продукции могут представлять опасность для окружающей среды. Об этом сообщает ТАСС.
“Вопрос введения экологических налогов прямо не относится к компетенции Минздрава России. Вместе с тем отметим, что отходы от табачной продукции действительно могут представлять опасность как для человека, так и для окружающей среды”, — пояснили в пресс-службе ведомства.
По информации Минздрава России, эксперты сходятся во мнении, что источниками загрязнения являются как сами сигареты, так и компоненты табачного дыма.
“Источниками загрязнения являются как сами продукты потребления табака (например, окурки, содержащие кадмий и целый ряд других загрязняющих элементов), так и выделяемые компоненты табачного дыма (в частности, углекислый газ). Следует также учитывать, что процесс курения является одной из ведущих причин лесных пожаров”, — уточнили в пресс-службе Минздрава.
Конкретного предложения по налоговой ставке в письме Минздрава не содержится, однако в ведомстве считают, что “средства, полученные в результате сбора экологического налога, могли бы быть направлены на финансовую поддержку мероприятий в сфере экологии, а также внедрения различных природоохранных технологий”.
В России с 1 июля акциз на сигареты увеличился на 10%. Однако эксперты не прогнозируют значительного повышения цен.
Translation - English The Ministry of Health proposes instituting an environmental tax on cigarettes
The Ministry of Health of the Russian Federation sent a letter to the Ministry of Natural Resources with a proposal to institute an environmental tax on cigarettes, due to the threat that waste from tobacco products poses to the environment. TASS reports.
“Matters related to introducing environmental taxes frankly isn’t an area of the Russian Ministry of Health’s expertise. But at the same time, it should be noted that waste from tobacco products really can pose a danger to both people and the environment,” the ministry’s spokesman explained.
According to the Russian Ministry of Health, experts agree that cigarettes themselves and tobacco smoke components are both pollutants.
“Pollutants include both the products for consuming tobacco (for example, cigarette butts which contain cadmium and a number of other contaminants) as well as tobacco smoke components (in particular carbon dioxide). It should also be taken into account that smoking is a leading cause of forest fires,” the Ministry of Health spokesman clarified.
The Ministry of Health’s letter doesn’t contain a concrete tax rate proposal, however the agency believes that “funds received by collecting an environmental tax could be directed toward financially supporting ecological activities, as well as the adoption of various environmentally friendly technologies”.
Since July 1, the tax on cigarettes in Russia has increased by 10%. However, experts don’t anticipate a significant price increase.
