hi, my question is two-fold:

1) how would you translate this.
2) is there a difference between the two?

context - this is a ruling on an series of appeals between counterparties:

"No existe glosado ningún Informe sobre la Queja del Juez de primera instancia, pero éste debe extraerse en efecto de la remisión que hace el decreto No. xxxx a la decisión No. yyyy.
II) Es menester reiterar que la decisión nuestra SEI-xxx/2017 de fs 62-72 había confirmado la decisión No. xxx/2016 de la SEDE REMITENTE (fs 4), a su vez conservada por decisión No. xxx/2016 del mismo JUZGADO REMITENTE de fs 53-58."

It seems that sede and juzgado are synonyms in this case. Perhaps used to avoid repetition, as is often the case in Spanish. Placement of the terms is not essential. You could even use inferior court.
