Degree in Engineering

Might be a good idea to leave the Spanish and simply explain that it is a five year degree course in engineering in Spain...

He has a BS degree in Telecommunication Engineering

El grado obtenido por un ingeniero técnico es Associate, y para un graduado a nivel superior (undergraduate) es Bachelor in Science (BS)

neutral translatol : This is acceptable in some contexts. The problem is that it's a five-year programme, so BS or MEng? Finding equivalences for degrees is tricky

Thanks. I get your point... But in order to get a Master degree in Sciences, you should spend two more years, besides your 4 previous for getting the BS degree

has a degree in telecommunications engineering.

Engineering by itself is too vague; it has to be telecommunications engineering. (Incidentally telecommunications engineering is more usual than telecommunication engineering - see Google.)
