On a Venezuelan birth certificate
"...[Fulano de Tal], Primera Autoridad Civil del Municipio X, Distrito Y, [etc.]..."
Upon searching I did indeed find the previous answered question on this term where the selected answer was first/foremost/primary civil authority. For U.S. English that term is completely meaningless. There's got to be a better option, but, of course, I am stumped!
