However, I do believe the 'scale' here has the traditional IT meaning of 'scalability'. Particularly when it also mentions in the other place 'industry capability is stretched to the limit'. It seems clear to me.

I agree to Clearwater's idea. It is not simple change in the amount. The "transformation" emphasizes the change of the amount in the "scale." That's why I suggested "规模” for the three places where "scale" appears for the sake of consistency.

the most successful machine learning programs自己没有扩展的问题，是第一代的基础设施有扩展的问题。
