I have got a couple of problems with a legal text but will have to break it down into 2 questions. Here goes:
I translated this as
***Leaving aside the issue of whether***, if concluded otherwise, Article 55 could be considered to form part of the exhaustive list of exceptions specified under Article 5 Paragraph 1 (a) to (f) inclusive of the European Convention on Human Rights (ECHR) regarding the prohibition of deprivation of liberty, more than one indicator points to the fact that the deprivation of liberty enforced in the regional ACs is unlawful.
The agency did not like it and have changed it to:
***There is no need to determine whether***, if the legislation were prescribed by law, it could be considered to form part of the exhaustive list of exceptions specified under Article 5 Paragraph 1 (a) to (f) of the European Convention on Human Rights (ECHR) regarding the prohibition of deprivation of liberty. Thus the deprivation of liberty enforced in the regional ACs is unlawful.
I am not entirely sure I agree with their change of this first bit. I feel that there is more than just an aesthetic difference but perhaps I misunderstood the ST
Thank you for any help you can come up with.
