Is this just "administrative office?" Or "regional adminsitrative offices?" Or something else entirely?

No problem if you select Li Cao's answer, Kevin, but "regional administrative office" is only a literal translation, please check with the local Chinese if the 地区行署 is really working on behalf the provincial government, and you will know how important the "provincial" would be in the translation hereby. Hope it's helpful...

The meaning The meaning of "地区行署" here according to Chinese governmental system practice should be "The office(s) executing administrative authorities in local regional 'capital' while on behalf of the corresponding provincial/province-level government(s) ". It's my opinion based on my experience of 30+ years in China, plus that one of my hometown-fellow seniors has been working as the Primary Officer of the local office in this type for a dozen of years:-)

disagree Adsion Liu : Sorry Li Cao, but I have to declare that, "Provincial" here is essential, since in Chinese governmental system practice, the 地区行署 are all executing on behalf of Provincial Goverments, or else, it's not the conception for this case... Sorry again:-)

Provincial Administrative Office

This is the best I make of it. There are probably more than a few ways to word this, but it's up to preference. It's a pretty basic word though, so however you word it shouldn't cause any kind of confusion.
