Revenue, as in Inland Revenue...as in Internal Revenue Service... Hello?

Can't agree with "big taxpayer", BTW, because the raison d'être of a preferential treatment policy is to attract businesses with the *potential* (capacity) to generate substantial new (tax) revenues for the government, whether or not they have ever paid taxes in your jurisdiction before. You might offer preferences (which usually translate into lower tax effective tax rates) to "big taxpayers" already in your jurisdiction, but only to prevent them from moving somewhere else.

: Thanks, Mao Kong, it's good to know **tax=revenue (from gov's perspective)**

tax-generating capacity
Tax[-Revenue]-Producing Capacity
e.g.
"Providing favored terms to businesses of high tax-producing capacity."

If the "creating" aspect is to be emphasized, then
Tax-Producing Capacity can be modified as:
" New Tax-Producing Capacity"
We then have:
"Providing favored terms to businesses of high NEW tax-producing capacity."
OR, more simply
"Providing favored terms to businesses of high NEW tax production."
