纳税是义务obligation,翻译成能力capacity似乎有点怪,但时下的思维逻辑就是这样,谁纳的税多,谁就受宠,最后也就成capacity了,殊不知,它自己的收入也是很高的。

The emphasis of 创is on new, (never had previously, and not shifted from one source to another) rather than the size or the business. And the word "tax" is seen from the government (the collector's) rather than from the business's view point. The word "capacity" may be added on.

Can't agree with "big taxpayer", BTW, because the raison d'être of a preferential treatment policy is to attract businesses with the *potential* (capacity) to generate substantial new (tax) revenues for the government, whether or not they have ever paid taxes in your jurisdiction before. You might offer preferences (which usually translate into lower tax effective tax rates) to "big taxpayers" already in your jurisdiction, but only to prevent them from moving somewhere else.

If the "creating" aspect is to be emphasized, then

Tax-Producing Capacity can be modified as:
" New Tax-Producing Capacity"

We then have:
"Providing favored terms to businesses of high NEW tax-producing capacity."

OR, more simply

"Providing favored terms to businesses of high NEW tax production."
