@ Michael You are right Michael, the original sentence is not written very well.

I will take your suggestion into account.
@Manuel It seems that the original sentence isn't written very well, and I'd rather break it up into two sentences in the translation.

Also, your translation isn't wrong (except function should be in the future tense and not the present tense), but I'd personally translate the whole sentence like this:

"Due to the spread of the coronavirus and physical distancing, the three seed supply channels will operate at reduced capacity. Moreover, farmers' access to seeds and their ability to exchange, barter or buy will be reduced."

- not necessarily downsizing ops. if the workforce of none of the sources of seed supply is being laid off, plus de manera reducida is ambiguous for low-level or reduced level - see the first weblink.

agree Amanda Foy : Natural turn of phrase - though I am curious about the difference between scaling down and scaling back. Would you use the latter differently, or is it perhaps a regionalism?

Thanks. I would certainly concur with you in scaling back for US consumption, though I had in fact considered 'cutting back on ops'. The dichotomy for me has been hinted at by the asker's on a 'limited' basis = low vs. reduced, a subtle linguistic nuance.
