This is the sentence, but I'm not quite sure if "toneladas de arroz equivalente a arroz blanco" is simply "tons of white rice" or if there's more to it.

I think this must be what it means. It's to do with the fact that a given tonnage of paddy rice produces a smaller quantity of white (milled) rice, so the figure of 4.32 million tonnes will be not the actual weight of the rice harvested but the weight of the white rice produced from it: that amount of rice in white rice equivalent.
