Engaging in currency exchange operations
Article 1. --Trade in exchange bills on the Portuguese mainland and adjacent islands may only be exercised by the Deposit and Consignment Office and by duly authorized and bonded banks and bankers, and is strictly subject to the terms established herein.
Article 2. --A bond in the amount of 500,000 escudos posted by the authorized banks and bankers is subject to increase, for some or all of them, up to a maximum of 2:500,000 escudos, should the Finance Minister deem such increase appropriate.
Paragraph 1. --The bond shall always be put up in cash, Treasury Bills at par, or national or international government bonds with the margin at 20% below official rates posted during the thirty days preceding the date the bond is posted.
Paragraph 2. --Foreign bank branch offices whose assets are made up of foreign currency shall, in accordance with clause a) of Paragraph 2, Article 5 of the statute dated August 27, 1896, be bonded for an amount acceptable to the Finance Minister, the gold value of which shall be no less than £ 5,000.
Paragraph 3. --All banks and bankers are required to maintain the 20 percent margin referred to herein, as backing for the aforementioned bond during periods in which rates for the bills fall below the price taken as the basis for making up the bond.

Do exercício do commércio de cambio
Artigo 1°--O commércio de cambios na metrópole e ilhas adjacentes só póde ser exercido pelo Caixa Geral de Depósitos e pelos bancos e banqueiros devidamente autorizados e caucionados, e fica estritamente sujeito ao preceituado no presente decreto.
Art. 2° -- A caução de 500.000$ prestada pelos bancos e banqueiros autorisados poderá ser elevada, a qualquer ou a todos êlles, até o máximo de 2:600.000$, si o Ministro das Finanças assim o julgar conveniente.
§ 1° -- A caução e sempre constituida por numerário, bilhetes do Thesouro ao par ou titulos da divida pública nacional, interna ou externa, com a margem de 20 por cento abaxo das cotações officiaes nos trinta dias anteriores á data em que fôr prestada a caução.
§ 2° -- As agências de bancos estrangeiros que, nos termos da alinea a) do § 2° do artigo 5° do regulamento de 27 de Agosto de 1896, hajam fixado o seu capital em moeda estrangeira, deverão ter a sua caução constituida por valores que sejam aceites pelo Ministro das Finanças e cuja equivalência em ouro não seja inferior a 5:000.
§ 3°--Os bancos e banqueiros obrigam-se a manter a referida margem de 20 por cento, reforçando a respectiva caução quando a cotação dos titulos desça abaixo do preço tomado por base para a constituição da caução.
