In response to the many successful author-based columns – ‘My Favourite Character in Fiction’, ‘Me and My Editor’, ‘How I Write’ and so on – I have been asked to initiate an occasional Endpaper series which will provide advice and support for those working in one of the most neglected, and least glamorous, areas of literary life.
‘How I Don’t Write’ will address those professionals who refuse to compromise their imaginative vision by reducing it to mere words, who have recognised that not writing something is incomparably more difficult and demanding than writing it – something that, as we know to our cost, virtually any unseated MP or resting actor can do at the drop of a cheque.
Many writers have considered moving into non-production but have been daunted by the competition. They think of Ernest Hemingway who, towards the end of his life, was so blocked that he was unable to write ‘Congratulations’ in John F. Kennedy’s inauguration book. They remember E. M. Forster who once gathered all his characters at a station and despatched them on a train, never to see them, or to write a novel, again. Even today, there are said to be several writers who are only prevented from doing away with themselves by the difficulty of completing a suicide note.
No one expects that level of nothingness from you as a beginner. Short stories can slip out. Shopping-lists can become poems. An innocent note in a diary can drag you into the full horror of novel-writing. But with the right attitude, understanding friends, and an unyielding dedication to the unwritten word, doing absolutely nothing can be achieved.
Preparation, first of all. Personally, I find it helpful, throughout the evening before a non-working day, to drink heavily. Each non-writer will have his or her preferred technique: my system involves a couple of generous gins-and-tonic, chased down by a bottle of viciously effective cheap red wine and, when I’m really on a roll, a couple of brandies before I turn in.

En respuesta a las exitosas columnas sobre autores de libros, como por ejemplo: "Mi personaje favorito de ficción", "Yo y mi editor", "Cómo escribo", y otras tantas, me solicitaron que comenzara a escribir notas de cierre que aconsejen y apoyen a quienes trabajan en una de las áreas menos reconocidas y menos glamorosas de la vida literaria.
"Cómo no escribo" está dirigido a profesionales que rechazan el comprometerse a negociar con su visión imaginaria reduciéndolas sólo a palabras, que han reconocido que no escribir algo es incomparablemente más difícil y demandante que escribirlo. Algo que, sabemos a nuestro pesar, virtualmente cualquier diputado que ha dejado sus funciones o actor desempleado lo puede hacer rápidamente a cambio de algún cheque.
Muchos escritores estimaron que podían cambiarse a la no-producción pero fueron desalentados por la competencia. Recuerdan que Ernest Hemingway, hacia el final de su vida, estaba tan bloqueado que ni siquiera pudo escribir "Felicitaciones" en el libro de inauguración del mandato presidencial de John F.Kennedy. También recuerdan que E.M. Forster juntó a todos sus personajes en una estación y los despachó en un tren, para no volver a verlos nunca más ni escribir ninguna novela otra vez. Aún hoy, se dice que hay muchos escritores que se les dificulta el completar una nota explicativa de su suicidio.
Nadie espera que ese nivel de vacío esté dentro tuyo que eres novato en el tema. Los cuentos se te pueden deslizar. Las listas de compras se pueden convertir en poemas. Una inocente nota en un diario íntimo te puede arrastrar hasta realizar una novela de terror. Pero, con una buena actitud, con amigos comprensivos, y una no-productiva dedicación a la palabra no escrita, haciendo nada, se puede llevar a cabo.
La preparación es ante todo. Según mi opinión, sería muy útil que la noche anterior de un día de no-trabajo se beba mucho. Cada no-escritor desarrollará su propia técnica: mi sistema consiste en un par de generosos gin tonics, seguidos de una botella poderosamente eficaz de vino tinto y barato, y, cuando esté realmente en mi mejor momento, un par de brandis antes de irme a dormir.

It's time to move from identifying failing schools to identifying failing teachers. Sounds obvious, but it hasn't happened in American education.

Feb. 12, 2007 issue — The crazy thing about the education debate in the United States is that anyone with an ounce of brains knows what must be done. Each political party is about half right. Republicans are right about the need for strict performance standards and wrong in believing that enduring change is possible without lots more money from Washington. Democrats are right about the need to pay teachers more but wrong to kiss up to teachers unions bent on preventing accountability.
As President Bush's flawed (but landmark) No Child Left Behind (NCLB) program comes up for reauthorization this year, the onus is on Democrats. Will they cave to their party's biggest special interest—or do what most of them acknowledge in private is essential? Among Democratic presidential candidates, supporting accountability with teeth and more charter schools should be a litmus test for anyone serious about proving he or she is not just another hack.
The good news is that we're getting some leadership in New York, long a bastion of mindless paleoliberalism. Gov. Eliot Spitzer unveiled his first budget last week and it offers a grand bargain on education—much more money in exchange for much more accountability—that should be a national model. Predictably, State Assembly Speaker Sheldon Silver, in the pocket of teachers unions, objects to Spitzer's plan to allow for more charter schools, even though thousands of low-income parents are on waiting lists to get into them. The president of the United Federation of Teachers, Randi Weingarten, called the new governor and tried to buffalo him on charters. She failed.
Spitzer seems game to fight his own party's instinct to pander. "The national Democratic Party has got to understand that real education reform is a central issue both politically and for our economic future," he told me last week. "We have to get our arms around the idea that if there's no performance, you must remove those responsible for the failure." It's a sad commentary on Democrats that they've allowed "educational accountability" to become a winning issue for the GOP.
In New York City—home to 1,400 schools, 80,000 teachers and 1.1 million students—Republican Mayor Michael Bloomberg (a huge improvement over his predecessor, Rudy Giuliani) is showing what accountability means. First, he won mayoral control of the school system, a prerequisite for getting anything done in a big city. Now his tough-minded schools chancellor, Joel Klein (a Democrat), is moving forward on an important new plan to slash administrative layers and empower individual schools. The idea is to make each principal "the CEO of the school instead of an agent of the bureaucracy," Klein says. More than 300 New York principals are signing performance contracts that give them more control in exchange for being accountable. Klein means business: "If your school gets a D or an F, I'm gonna fire your ass."
A big accountability problem nationwide is teacher tenure, which is almost automatically awarded whether a teacher is good or not. If he's not, he gets to commit educational malpractice for the next 40 years. In New York, Klein wants to toughen standards for receiving tenure, and he has already succeeded in ending union "bumping rights," where lousy teachers with seniority can bump good, younger teachers and move into a school where a good principal doesn't want them. Above all, a principal must have control of who teaches in his or her building. All other reforms depend on it.
At the five-year mark, NCLB is a mixed blessing. While Bush has sharply increased federal aid to at-risk schools, he broke his 2001 funding promises. Where's the cash to attract talented teachers? But once the Democratic Congress addresses the money problem and works out some testing kinks, the real fault of NCLB will become clear: it doesn't go far enough.
It's time to move from identifying failing schools to identifying failing teachers. That sounds obvious, but until now it hasn't happened in American education. "We need a management tool that can show whether Ms. Jones can teach long division," says Margaret Spellings, Bush's sensible secretary of Education. Too many educators are still caught in what Klein calls a "culture of excuses." The excuse du jour is that NCLB is "punitive." But Spellings has a point that basic assessment is both right and popular: "I don't think parents see reliable data as punitive."
Do Democratic presidential contenders? Education Week rated Iowa and New Hampshire as having the two least-accountable state education systems in the country. Uh-oh. Let's hope the press and public are prepared to call candidates to account if they undertake a primary-season panderfest.

Los republicanos tienen razón a cerca de la necesidad de exigir estándares estrictos pero se equivocan cuando creen que un cambio duradero sólo será posible sin una mayor cantidad de dinero que provenga de Washington. Los demócratas tienen razón en cuanto a la necesidad de pedir un mejor salario para los maestros pero se equivocan al querer confraternizar con los sindicatos docentes que están resueltos a impedir toda rendición de cuentas.
Debido a que el programa deficiente (pero emblemático) del presidente Bush “No Child Left Behind (NCLB)” [Ley para evitar la exclusión del niño] se presentará este año para su ratificación, la responsabilidad recaerá sobre los demócratas. ¿Se van a adherir a los grandes y especiales intereses partidarios o van a hacer lo que la mayoría de ellos reconoce en privado que es fundamental? Si es un mal docente, realizará una mala praxis escolar durante los próximos 40 años. En Nueva York, Klein quiere endurecer los estándares para que se otorgue la titularidad, y ya logró poner fin a los “derechos de desplazamiento” reclamados por el sindicato, que permite a los pésimos docentes con antigüedad desplazar a los docentes buenos y jóvenes y que sean trasladados a una escuela donde un buen director no desea tener a los pésimos. Sobre todo, un director debe tener el control de quiénes enseñan en su escuela. Todas las demás reformas dependen de ello.
Es hora de que dejemos de identificar a las escuelas que fallan para identificar a los docentes que fallan. Parece obvio, pero esto no ha ocurrido en la educación estadounidense. “Necesitamos una herramienta de gestión que permita determinar si la Srta. Jones puede enseñar a grandes divisiones”, dijo Margaret Spellings, la susceptible Secretaria de Educación del gobierno de Bush. Demasiados educadores están todavía atrapados en lo que Klein denomina “cultura de las excusas”. La excusa de hoy es que el programa NCLB es “disciplinario”. Pero Spellings sostiene que la evaluación básica es tanto correcta como popular: “No creo que los padres consideren los datos fidedignos como una medida disciplinaria.”
¿Qué opinan los contendientes demócratas para la presidencia? Education Week consideró que los estados de Iowa y New Hampshire son los dos sistemas educativos de menor rendición de cuentas en Estados Unidos. ¡Aha!.
