Source text - English There are various reasons for the extremely low exploitation of the potential for small hydro plants in Chile. Renewable electricity in general faces significant barriers that mainly relate to high up-front investment required during the preparation and construction phases. While this is true for all kind of hydro plants, small plants are particularly affected because of their comparatively low financial feasibility, resulting from high fixed costs that are independent from the size of a plant. Examples are costs for transmission lines, obtaining of permits, environmental impact assessment, hydrological studies, plant design, power purchase agreement (PPA) negotiation, etc. Therefore, small hydro plants are not seen as attractive investments by traditional Chilean electricity generation investors and local banks.
Translation - Spanish Numerosas razones explican la escasa explotación existente sobre el potencial de las pequeñas hidroeléctricas en Chile. En general, la energía renovable se ve enfrentada a importantes barreras relacionadas, principalmente, a la elevada inversión inicial requerida durante las fases de preparación y construcción. Siendo esta una realidad aplicable a todo tipo de centrales hidroeléctricas, se ven afectadas particularmente las pequeñas centrales debido a que, comparativamente, su factibilidad de financiamiento es menor; esto, derivado de los elevados costos fijos que se requieren indistintamente del tamaño de la central. Ejemplo de ésto, son los costos en las líneas de transmisión, obtención de permisos, evaluación de impacto ambiental, estudios hidrológicos, diseño de la central, negociación del Acuerdo para Compra de Energía (PPA), etc. Por esta razón, las pequeñas hidroeléctricas no son consideradas como inversiones atractivas por parte de los inversionistas tradicionales de generación de electricidad en Chile, ni tampoco por los bancos locales.
