Past weekend Polish Deputy Defense Minister Tomasz Szatkowski said Poland is considering asking for access to nuclear weapons through a NATO program allowing non-nuclear states “to borrow” the warheads from the US.

В таких дискуссиях участвуют как научно-экспертное сообщество стран НАТО, так и действующие представители военно-политического руководства альянса.
25 июня этого года во время слушаний в комитете по делам вооруженных сил американского Конгресса США заместитель министра обороны Robert Work призывал противодействовать «российской угрозе» ядерными средствами.
Комментируя дебаты, состоявшиеся в рамках встречи министров обороны стран-членов блока в Брюсселе 8 октября, постоянный представитель Великобритании при НАТО Adam Thomson публично посетовал, что прежде альянс проводил военные учения с применением обычных либо ядерных вооружений, но никогда не тестировал трансформацию первого типа учений во второй. По его утверждению, подобный вариант уже рассматривается в Североатлантическом альянсе.
Генеральный секретарь НАТО Йенс Столтенберг также является сторонником усиления ядерной составляющей в военном планировании альянса, главным противником которого объявлена Россия.
Характерно, что в своих разработках военно-политические и академические круги Запада не делают различий между стратегическими и тактическими ядерными вооружениями трех ядерных держав Запада: Великобритании, США и Франции. Для защиты «всей территории НАТО» за основу берется ядерное оружие в целом, которому, как в пик холодной войны 60-80 годов прошлого столетия, вновь должно быть отведено особое место: его, мол, надлежит использовать «в качестве средства сдерживания агрессии с применением обычных видов вооружений».
Упомянутый Tomasz Szatkowski в своем заявлении сделал акцент на необходимости получения польскими вооруженными силами доступа к американскому ядерному оружию в таком же варианте, который используют пять государств-членов Североатлантического пакта: Бельгия, Италия, Нидерланды, Турция и ФРГ, давшие согласие на его размещение на своей территории: «Мы хотим покончить с разделением членов НАТО на две категории», пояснив, что понимает под этим государства, на территории которых уже давно размещено ядерное оружие США, и страны, где оно до сих пор отсутствует, имея в виду союзников, не так давно вошедших в этот военный блок, прежде всего Польшу.
В польском министерстве обороны поспешили дезавуировать слова своего коллеги, утверждая, что на данный момент оно «не ведет никакую работу над присоединением Польши к nuclear sharing agreements с США».
Но, последовавшие за этой фразой дальнейшее разъяснение говорит об обратном, поскольку оборонное ведомство Польши заявило в буквально следующее: «Следует рассматривать разные варианты, в том числе какую-то форму участия Польши в этой программе». Где гарантии, что этого не будет? Тем более, если учесть факт объединения ядерных, противоракетных и обычных вооружений НАТО в единый механизм в мае 2012 года. И если учесть, что Польша в середине октября этого года уже ратифицировало техническое соглашение о строительстве американской базы ПРО в Редзиково, которое начнется весной следующего года и будет завершено в 2018 году. Или, если принять во внимание другой фактор: использование самолетов «двойного назначения» НАТО, то есть потенциальных носителей ядерных и обычных авиабомб, которые уже 11 лет используются тремя ядерными державами блока при проведении операции Baltic Air Policing в небе Латвии, Литвы и Эстонии.
Появление ядерного оружия США на польской территории – независимо от предлога или объяснения такого решения – будет означать радикально-драматическое обострение военно-политической обстановки в Европе, понижение порога применения ядерного оружия в столь густонаселенном районе земного шара и, в конечном итоге, реальное возвращение к годам холодной войны, к годам военного противостояния между странами-членами НАТО и не входящими в этот милитаристский блок.

Last weekend, Polish Deputy Defense Minister Tomasz Szatkowski said that Poland is considering asking for access to nuclear weapons through a NATO program allowing non-nuclear states “to borrow” the warheads from the US.
This is a reverberation from the intensified debates within NATO regarding the nuclear support provided by the North Atlantic bloc.
There are significant issues involving the increased scope and number of military exercises that simulate the use of mock bombs in conventional nuclear warheads, the military’s utilization of computer-based war games that test the use of nuclear weapons on the European continent, and the formulation of specific scenarios about the transformation of hypothetical conflicts using general-purpose forces into conflicts that involve nuclear weapons. NATO scientists and specialists take part in these discussions, as well as the current representatives of the alliance’s military and political leaders.
On June 25, 2015, during a hearing in the House Armed Services Committee, US Deputy Secretary of Defense Robert Work called for using nuclear forces to deter the “Russian threat.”
Commenting on the debates that took place during an Oct. 8 meeting in Brussels between the defense ministers of NATO countries, Adam Thomson, the UK Permanent Representative to NATO, publicly bemoaned the fact that the alliance “has done conventional exercising and nuclear exercising” but has not conducted exercises on “the transition from one to the other.” He claimed that such a recommendation is being looked at within the North Atlantic alliance.
NATO Secretary General Jens Stoltenberg also supports strengthening the nuclear component in the military planning of this alliance that has identified Russia as its primary enemy.
In their analyses, military-political and academic insiders in the West typically do not distinguish between the strategic and tactical nuclear weapons belonging to the three Western nuclear powers: the UK, US, and France. As they calculate how best to defend “the entire territory of NATO,” they begin with the assumption that all those nuclear weapons can be commanded en masse. And because those weapons must be used “as a means to deter aggression, along with conventional weapons,” their special status should once again be recognized, as it was during the height of the Cold War during the 1960s-1980s.
In his statement Tomasz Szatkowski emphasized the need for the Polish armed forces to have access to the same American nuclear weapons as those entrusted to five of the member states of the North Atlantic pact: Belgium, Italy, the Netherlands, Turkey and Germany, all of which consented to stationing those weapons within their borders: “We want to see an end to the division of NATO members into two categories,” he said, explaining that he was referring to states that have long hosted American nuclear weapons vs. countries that still do not have them, meaning the allies that have only recently joined this military bloc, especially Poland.
The Polish Defense Ministry hastened to disavow their own colleague’s words, arguing that “within the defense ministry there is presently no work underway concerning the accession of our country to the NATO Nuclear Sharing program.”
But the further clarification that followed this message suggests otherwise, since the Polish defense ministry literally stated the following: “We have to consider various options, including some form of Poland’s participation in this program.” And as we all know, that program allows US nuclear weapons to be deployed within the borders of other states and to be used in military exercises that include the dropping of mock “nuclear bombs” from aircraft.
We must also look closely at how the first part of that answer is expressed: “there is presently no work underway ...” Today. And perhaps that is true. But in the future?
Where are the guarantees that this will not happen? Especially when you consider that the NATO summit of May 2012 fused its nuclear, missile-defense, and conventional weapons into a single attack force. And when you consider that by mid-October Poland had already ratified a technical agreement to build a US missile-defense base in Redzikowo, the construction of which will begin next spring, with completion in 2018. Or, if we take into account another factor: NATO’s use of “dual-capable” aircraft that can potentially carry either nuclear or conventional bombs, and which have been used for 11 years by the alliance’s three nuclear powers that conduct the Baltic Air Policing operation in the skies over Latvia, Lithuania, and Estonia.
The appearance of American nuclear weapons inside Poland - regardless of the rationale or explanation for that decision - will signal a radical and dramatic exacerbation of the military and political status quo in Europe, lowering the barriers to the use of nuclear weapons in this densely populated region of the world and, ultimately, precipitating a real return to the years of the Cold War, to years of military confrontation between NATO member states and countries that were not part of this militaristic bloc.

РОМАНОВ
В обычных романах, как правило, наиболее ярко выражаются художественные стороны произведения. Большое место выделяется общему развитию событий, а также их внешнему, художественному воспроизведению. В психологических же романах широкое место уделяется проявлениям и переживаниям различных чувств героев, а также выражению их мыслей во время событий. Здесь в более яркой форме подчёркиваются факторы, влияющие на решения героев и их поведение. В таких романах на передний план, вместе с общим развитием событий, выдвигается наложенный ими отпечаток на внутренний мир героев.
Герой психологического романа – сложная личность. Он запутывается в пучине своих чувств, находится в постоянном конфликте с окружающими, ищет смысл жизни, пытается понять себя и происходящее вокруг. В этом смысле, герои произведения, словно, не являются людьми своего времени. Они ищут своё место в жизни, а также «родные души», которые утешат их.
В психологических романах так же, как и в обычных романах, имеет место развитие общественно-социальных событий. Просто, в этих романах писатель уделяет большее внимание тем событиям, которые с психологической стороны намного больше влияют на чувства, мысли и жизнь героев.
В таких романах, иногда, идеология героев и их стремления соответствуют их образу жизни и поведению, но порой эти герои являются противоречивой личностью, потому что их внутренний мир и действия не совместимы. А, чаще всего, в психологических романах выделяется место герою с каждым из этих двух качеств.
Также в психологических романах писатель ставит в центр жизненные вопросы, связанные с феноменом человека и составляющие сущность его жизни, и ищет ответ на них в лице героев. Во многих случаях, ответ в загадочной форме возлагается на читателя, для извлечения выводов.
В психологических романах герои находятся на пересечении таких безвыходных положений и удивительных событий, что раскрываются все их внутренние скрытые качества, обнажаются их личности, как таковые, неизвестные даже им самим. С этой стороны психологические романы, кроме чувств симпатии, любви, которые обычные романы стараются передать читателю, представляют наличие высших, и даже деструктивных чувств.
Писать о любви это прекрасно, однако, реальная жизнь не состоит только из влюблённого и возлюбленной. Люди в реальной жизни не являются моно - эмоциональными живыми существами, обладающими лишь чувством любви. В жизни также имеются присущие человеку и важные для него сотни положительных и отрицательных чувств. В психологических романах уделяется место и другим чувствам, свойственным природе человека.
Среди разновидностей романов, психологические романы, в связи с их особенностью, намного больше привлекли наше внимание. Именно такого типа романы, в большей степени, обладают способностью отражать наши стремления, важные для нас вопросы, и в принципе жизнь как таковую. По этой причине, мы решили проработать роман «В этом городе никого нет», именно в психологическом стиле. Мы постарались, чтобы в этом произведении были отражены все отмеченные специфические особенности психологических романов.
Роман «В этом городе никого нет» был написан на основе обобщённых событий, произошедших в жизни различных людей. Притом, что многие моменты в книге являются продуктом воображения писателя, в общем, произведение взято из реальной жизни. Мы, приведя в нужную нам форму события, произошедшие в жизни разных людей, собрали их воедино в жизни похожих героев.
Иной, заслуживающей внимания, особенностью романа является представление его в форме связанных между собой заголовков, в отличие от обычных романов. Таким образом, в каждом заголовке мысль завершается, и продолжение переходит на следующий заголовок.
Можно многое сказать об этой книге, но мы обходимся общими разъяснениями.
Translation - English WHAT'S UNIQUE ABOUT A PSYCHOLOGICAL NOVEL
In conventional novels, the artistic aspects of the literary work are given the freest rein. More weight is placed on the unfolding of events and on their external artistic depiction. But psychological novels shine a powerful spotlight on the manifestation and experience of the characters’ various emotions, as well as on the expression of their thoughts during those events. The factors that affect the heroes’ decisions and behavior are more sharply emphasized. The imprint they leave on the characters’ inner world is given prominence in these novels, along with the unfolding of the plot.
The hero of a psychological novel is a complex personality. He has become ensnared in the vortex of his emotions, is in constant conflict with those around him, is searching for the meaning of life, and is also trying to understand himself as well as what is happening around him. In this sense, the heroes in this type of literary work appear to be characters out of a different era. They are trying to find their footing in life, as well as the “kindred spirits” who will offer them comfort.
In psychological novels, as in conventional novels, the progression of community and social events plays a role. It is a simple fact that in these novels the writer pays more attention to events that from a psychological perspective have far more influence on the feelings, thoughts, and lives of the characters.
In such novels the characters’ ideology and aspirations are sometimes in keeping with their lifestyle and behavior, but occasionally they are personalities riven by internal contradictions, because their inner world is incompatible with their actions. And psychological novels most often allot a role to a hero with both of these qualities.
In psychological novels the writer also highlights the questions of life that are associated with the phenomenon of man and which constitute the essence of his life, seeking an answer to those queries in the face of his characters. It is often the case that the answer in a mysterious way falls to the reader, who is responsible for drawing the conclusions.
In psychological novels the characters find them-selves at the crossroads of such hopeless situations and surprising events that all their internal, hidden qualities are revealed and their identities--unknown even to themselves--are laid bare. From this perspective, psychological novels herald the presence of higher or even destructive feelings, in addition to the feelings of sympathy and love that conventional novels try to convey to the reader.
Writing about love is a wonderful thing, but real life consists of far more than just the lover and the beloved. In real life, human beings have an emotional range far more extensive than a single note, and they experience feelings other than merely love. Over the course of a lifetime, hundreds of innate positive and negative emotions are experienced that are important to an individual. Psychological novels provide a role for other feelings that are also intrinsic to human nature.
Of all the various types of novels, psychological novels draw the most attention because of this unique feature. It is specifically this type of novel that is to a great extent able to reflect our aspirations, the questions that are important to us, and life’s essential nature. For this reason we decided to develop the novel There’s No One in This Town specifically in this psychological style. We have attempted to reflect all these unique features of psychological novels within this literary work.
The novel There’s No One in This Town is loosely based on events that occurred in the lives of various people. Despite the fact that many of the episodes in the book are the product of the writer’s imagination, this work has largely been taken from real life. We used events that occurred in the lives of various individuals, presented them in the form that we need, and incorporated those collected occurrences into the lives of similar characters.
Another noteworthy feature of the novel is its presentation in the form of interrelated chapter titles, unlike conventional novels. Thus, each chapter title contains a completed thought, which continues in the following title.
Much can be said about this book, but we will limit ourselves to these brief explanations.
