Project 5: Province-level Network Development for the HIV/AIDS-infected Persons
Srisaket has 18 groups of HIV/AIDS-infected persons. Formerly, each group had and organized its own activities its members, having nothing to do with other groups. With the need for the medical checkups at Srisaket Provincial Hospital, the core group members of the various groups met in the various training sessions and shared their knowledge and experience. A conclusion was that the various groups in the various districts or centers did not have equal development processes and some were not sufficiently strengthened or successful because their core group members did not have practical skills in their operations. Some groups’ core team members were frequently changed so much so that there was no continuity in their actions. After some several meetings and discussions, it was decided that a central body should be set up to assume coordination responsibilities amongst the various groups of the HIV/AIDS in the various districts. Apart from that, there should be an active team to lead the capacity-building for the core group members who were in need of such assistance, as has been described by the president of the Province-level Network Development for the HIV/AIDS-infected Persons,“… The Province-level Network has started to discuss these issues since 2002: experience exchanges on what main problems they have been facing and on weaknesses of some groups. District-level groups discussed why some were not sufficiently strong and it was found that reasons were related to frequent changes of the teamwork and lack in needed skills amongst the core group members. And, because of that, they decided to form the province-level network of which the goal was to develop the core group members that they were more ready to assume new challenging tasks needed for the development of their groups...” (CFPn1Tm1)
“…Actually we have got together since 2995, then extended ourselves into Peers Aid Peers Groups, then the various groups in each district, and then we had altogether 18 groups. Based on the core group members from the various groups, it was found that there was no effective coordination amongst these groups and there were no inter-provincial transfer and referrals of information, only those of the area levels. Before 2002 no updates could be transferred to the various groups and, because of that, we discussed that the province-level network was to serve as the coordination center for all the 18 district-level groups. Updates from the HIV/AIDS-infected Person Network of Thailand should be transferred to the province-level network which would subsequently relay to the district-level …” (CFPn1Tm1)
The assembly of the core group members of the HIV/AIDS-infected persons groups in Srisaket took place in 2002 when a working group called ‘The Province-level Network Committee” was appointed. Its objectives were to 1) develop capacity for the weak core group members of the HIV/AIDS-infected persons, 2) provide them with proper and correct knowledge and understanding, and 3) exchange experience and jointly address existing problems amongst the core group members of the HIV/AIDS-infected persons.
This evaluation has selected two areas as its study area: Mueng and Sri Rattana Districts. This was because Mueng District was the seat of the office of the Province-level Network of the HIV/AIDS-infected Persons and Sri Rattana District, the study area of the Sub-projects 1 and 2, was thus selected as the study areas of Sub-project 5. This was to ensure that this project evaluation had the continuity, consistency and connectivity.
Preliminarily, it was designated that the key informants would be 1) Six of the Province and the district-level Networks of the HIV/AIDS-infected Persons Committees: three administrators – presidents, vice presidents, secretaries - and 3 members, and 2) 6 of Sri Rattana District HIV/AIDS-infected Persons Network committee members, consisting of 3 administrators: presidents, vice presidents and secretaries, and 3 members.
The time when the evaluation team was in the field was not the period for the meeting of the Province-level Network of the HIV/AIDS-infected Persons. Because of that, the team has adjusted its means for operation. If it was in a district and found that there was also a member of the Province-level Network of the HIV/AIDS-infected Persons it would interview him and/or organize a focus group discussion on the roles of the members of the Province-level Network of the HIV/AIDS-infected Persons Network. And, to date it has collected data and information from 4 of the Province-level Network of the HIV/AIDS-infected Persons committee members and 5 of the Dream Weaving Group committee members.
8.1 Operational Process of Project: Province-level Network Development for the HIV/AIDS-infected Persons
8.1.1 Structure of the Province-level Network Development for the HIV/AIDS-infected Persons Committee: This committee has 18 members who are presidents of the 18 groups of the HIV/AIDS-infected persons in Srisaket. In case the president cannot be the Province-level Network Development for the HIV/AIDS-infected Persons Committee members, he can send in his representative or the person most appropriate. In this regard here is his confirmation: “… It is up to the group. If a group has no one to work, no change is needed. Each group has to send in one person to act as a member of the Province-level Network for the HIV/AIDS-infected Persons. It can be any one, not necessary the president of the group.…” (CFPn1Tm1) The Province-level Network Development for the HIV/AIDS-infected Persons committee has the following as its structure, roles and functions: president, vice president, secretary, assistant secretary, treasurer, assistant treasurer, and public relations. The remaining members are general members. Some of the Province-level Network Development for the HIV/AIDS-infected Persons committee members have the following functions when they are the support team members or the purchasing committee members. The structure of the Province-level Network Development for the HIV/AIDS-infected Persons committee consist of the following persons:

Based on the identification of roles and functions, as stated above, it can be seen that there are duplication of roles and functions and no practical clarification can be assured and distinguished how each position will assume its functions in the committee and the working group.
8.1.3 Terms of meetings: The Province-level Network Committee’s terms of meetings are once every three months with the agenda to be informed in advance. There are registration for the meeting attendance and conclusion of minutes of the meetings.
8.1.4 Meeting allowances: The Province-level Network Committee, attending the meeting, are eligible for a meeting allowance of 180 Baht per person each time.
8.1.5 Activities of the Province-level Network Committee: The Province-level Network Committee has subdivided its responsibilities into 5 sections, namely, 1) Conditions of the HIV/AIDS-infected persons 2) Access to medical treatment 3) Children Actions/Children Forum 4) Community Action 5) Networking Development/ Actions of the Province-level Network Committee members/ the Support Team.
8.1.6 The Support Team: The Province-level Network Committee has a working group, called “the support teams”, to provide support for the district-level HIV/AIDS-infected persons groups. Members of these teams have been selected from the Province-level Network Committee members and the HIV/AIDS-infected persons groups’ members. They are knowledgeable, ready and willing to assume the functions of the support team. The support team works in collaboration with the core members of the HIV/AIDS-infected persons groups and have the following roles and functions: 1) Analyze internal problems of the group 2) Stimulate members to work/create motivations/persuade members to think and discuss things 3) Jointly think over, take actions and set up action-planning, and 4) support the group in what is lacking (as the district-level networks of the HIV/AIDS-infected persons groups want this type of assistance). To date the support team has 9 members. A time table has been set to provide assistance to the various groups: two persons will go to work together at a time and can do so 4 times per month.

Language and Information Technologies as the integral part of my life
Since my high school, I started to write and translate something in English for my friends. After graduating from a university in Bangkok in 1975, I started to work with an international non-governmental organization. In charge of its Indochinese Refugee Program and rural development program, I had to use English to write project proposals, monitoring and reports. And ever since I have to regularly read text books, listen to news, watch TV programs and reports to update myself with the world news and new technologies. From the nineties, the age of the information technologies, computerization has increasingly been part of my life. Then there have come the Microsoft Office Windows and the internet services, as well as the like that have largely affect the daily life of the people of all walks.
As I have been involved with several international NGOs, I have thus been able to acquire translation expertise of various fields which I regard as a means to help others to communicate with people with new horizons and aspirations, as well as businesses.
With the Latin language background acquired in my high school education, I am also interested in communicating in French, though much harder as compared to English. With French I can now understand the mentality of the Francophone people, half of the world population, in order that I can encourage them to communicate with the Asians who are open to western ideologies.
