Source text - French Protection de la ressource en eau potable en secteur viticole
La zone de production du vin d’Appellation
d’Origine Contrôlée de Cahors
s’étend sur 45 Communes du Bassin
Versant du Lot.
Sur ce territoire, viticulteurs et
Collectivités Locales se mobilisent
pour protéger leurs ressources en
eau vis-à-vis de la pollution par les
produits phytosanitaires. En 2008,
un Plan d’Action Territorial (PAT), outil
technique et financier de l’Agence de
l’Eau Adour-Garonne, est mis en place
et porté par l’ADASEA du Lot.
Les différentes actions ont été déterminées
grâce à un diagnostic du territoire,
réalisé en concertation avec les différents
acteurs. Elles concernent tous les
utilisateurs de produits phytosanitaires :
exploitants agricoles, Communes et
particuliers.
L’objectif est triple : réduire la pression
phytosanitaire et limiter le transfert
des polluants vers la ressource en eau,
améliorer les connaissances et le suivi
de la qualité de l’eau et enfin sensibiliser
l’ensemble des utilisateurs sur la
réduction de l’utilisation des produits
phytosanitaires.
Aujourd’hui, une centaine de viticulteurs
se sont volontairement
engagés à réduire ou supprimer
l’utilisation de pesticides sur près
de 1 800 ha et la moitié des Com -
mu nes ont réalisé des Plans de
désherbage, afin de limiter leur utilisation
sur les espaces publics.
Dans le même temps, les Ministères en
charge du Développement Durable, de
la Santé et de l’Agriculture ont publié
une liste nationale de 507 captages
d’eau potable parmi les plus menacés
par les pollutions diffuses.
Trois de ces captages sont dans le
Département du Lot, tous situés sur la
zone du PAT. L’objectif est d’assurer
la protection des aires d’alimentation
de ces captages vis à vis des
pollutions diffuses d’ici 2012.
Un plan d’action spécifique doit donc
être préparé et sa mise en place repose
sur une démarche partenariale avec les
différents acteurs du territoire. Les
actions seront proposées dans un
cadre négocié et contractuel mais
pourront devenir obligatoires si les
objectifs initialement fixés ne sont pas
atteints.
Tout l’enjeu de cette démarche repose
donc sur une bonne concertation et
une appropriation de ces programmes
par les différents acteurs afin de concilier
les enjeux économiques liés à la
production viticole et aux enjeux environnementaux
de préservation de la
ressource en eau.
Translation - English Conservation of drinking water resources in wine-producing region
The region, where the ”AOC”-labelled
wine of Cahors is produced, extends
on 45 municipalities of the Lot River
Basin.
On this territory, wine producers and
local authorities gather to protect
their water resources which are
threatened by pesticides pollution.
In 2008, a Local Action Plan (LAP), a
technical and financial tool of the Adour-
Garonne Water Agency was used and
managed by the ”ADASEA” of the Lot.
The various actions were determined
with a diagnostic of the territory,
rea lized in coordination with the
various stakeholders.
They concern all users of pesticides:
farmers, municipalities and indivi -
duals.
This is a threefold objective: reduce
pressures caused by pesticides and
limit transfers of pollutants in water
resources, improve knowledge and
follow-up water quality, and finally
increase the users’ awareness to redu -
ce the use of pesticides.
Currently, about a hundred wine
producers are voluntarily com -
mitted to reduce or stop the use
of pesticides on approximately
1,800 ha, and half of the municipalities
implemented weed-killing
plans, in order to limit the use of
pesticides in public spaces.
At the same time, the French Ministries
of Sustainable Development, Health
and Agriculture have published a
national list of 507 drinking water
catchment areas among the most
threatened by diffuse pollution.
Three of these catchment areas are in
the Department of the Lot, all of them
located in the LAP area.
The objective is to protect these
catchments areas against diffuse
pollution, by 2012.
A specific action plan must be drafted
and its implementation is based on
partnership with the various stakeholders
of the territory.
Actions will be proposed using a
voluntary approach through contracts,
but this may become compulsory if the
fixed objectives are not met.
The challenges of this approach are
good coordination and an appropriation
of this program by the various stakeholders,
in order to reconcile economic
stakes linked to wine production and
environmental stakes

I am french, I have spent one year in Glasgow where I graduated with distinctions from Glasgow Caledonian University with a MSc Energy & Environmental Management.
I have written many reports in english and in french, and I have written my master's dissertation in both english and french (written in english and translated in french).
During a working placement, I also translated a short article from french to english. This article was published in the International Network of Basin Organizations (INBO) Newsletter of January 2012 (n°20).
