Turkish to English: MEDYA OKURYAZARLIĞI VE İNSAN HAKLARI: TÜRKİYE ÖRNEĞİ Tuğba Asrak Hasdemir

Türkiye’de medya okuryazarlığı öğretim programını insan hak ve özgürlüklerinin uygulanması ve geliştirilmesi bağlamında inceleyeceğimiz bu çalışmada, ilk olarak medya okuryazarlığı konusunda, dünyada ve ülkemizdeki tartışmalara ve gelişmelere ana yönleriyle değinilecektir. Medya okuryazarlığı anlayışının arka planı bu biçimde ele alındıktan sonra, Türkiye’de medya okuryazarlığı dersinin ilköğretim ders programında yer almasına yönelik politika ve uygulamalar irdelenecektir. Çalışmanın üçüncü bölümü, medya okuryazarlığı dersinde yararlanılacak en önemli kaynak kitap niteliğindeki “İlköğretim Medya Okuryazarlığı Dersi Öğretmen El Kitabı”nın, hem iletişim çalışmaları hem de insan hak ve özgürlükleri anlayışını uygulama ve geliştirme çabaları bakımından değerlendirilmesine ayrılmıştır. Söz konusu değerlendirmenin ürünlerine ve önerilerimize ise sonuç bölümünde yer verilecektir.
Dünyada Medya Okuryazarlığı
Medya okuryazarlığı, dünyada 1990’lardan, ülkemizde ise 2000’li yıllardan bu yana yoğun biçimde tartışılan, üzerinde çalışmalar yürütülen, çeşitli toplantıların gündemini oluşturan konulardan biri olmuştur.
İletişim alanındaki önde gelen dergilerden biri olan Journal of Communication bu konuda yapılan sempozyumun bildirilerinden oluşan özel bir sayı hazırlamıştır. Türkiye’de ise 2006 yılında Marmara Üniversitesi tarafından düzenlenen konferansa çok sayıda akademisyen, uzman katılmış ve konferans metinleri daha sonra kitaplaştırılmıştır. Konu yoğun biçimde dünyada 1990’lı, Türkiye’de 2000’li yıllarda tartışılmakla birlikte, medya okuryazarlığı teması, bazı kurum ve araştırmacılar tarafından daha önceki onyıllarda da dile getirilmiştir. Bu alandaki öncü kurumlardan biri olan UNESCO, 1960’lardan bu yana konuyu ele almaktadır.
Translation - English MEDIA LITERACY AND HUMAN RIGHTS: THE CASE OF TURKEY
Child: “Dad, if a tree falls in a forest and there isn’t a media member to see it, does it really fall?”
The present study will analyse the media literacy curriculum in terms of the application and improvement of human rights and liberties. Firstly it will broadly touch upon discussion and development of media literacy in Turkey and the rest of the world. Following the discussions of the idea of media literacy, the policy and applications of media literacy course to be included in the elementary education curriculum will be examined. The third part of the study is allocated for the evaluation of the most important source book for the media literacy course: “Teacher’s Handbook of Media Literacy Course,” both in relation to communication studies and to the methods of application and development of the understanding of human rights and liberties. The concluding part deals with the products of the aforesaid evaluation and offers suggestions.
Media Literacy in the World
Media Literacy is a subject, which has been discussed at length since the 1990s and in Turkey since the 2000s, it currently appears on the agenda of various meetings and has been the subject of various studies.
Journal of Communication, a leading journal in the area of communication, created a special issue from the minutes of a symposium on that issue. In 2006, in Turkey, many academics and experts attended a conference organized by Marmara University and the conference texts were later published. Although the subject has been discussed extensively in the 1990s, and in Turkey since the 2000s, the theme of media literacy was also discussed in previous decades by some institutions and researchers. UNESCO which is a leading organization in that area, has been examining this issue since the 1960s.
