Source text - Italian La prospettiva degli espropri stabiliti dal PRG del ‘65 tagliÚ fuori per alcuni decenni il Quadraro dalla grande ondata speculativa: i prezzi delle case che, a dire il vero, versavano in condizioni di degrado (non venivano ristrutturate perchÈ si sapeva che dovevano essere espropriate) restavano bassi poichÈ nessuno aveva interesse a comprare casa nella zona.
L’incertezza ha avuto come effetto anche il completo abbandono di alcuni edifici. Le case abbandonate sono state nel tempo utilizzate dalla piccola criminalit‡ per uso abitativo o come magazzini di merci di dubbia provenienza.
Negli anni 90, dopo l’approvazione del nuovo PRG, la speculazione edilizia ha travolto anche il Quadraro: numerose imprese edili hanno ristrutturato delle case semi-diroccate, e spesso, anche con interventi abusivi e di aumento delle cubature, e le hanno rimesse in vendita a prezzi molto pi_ alti della media del mercato immobiliare di questo quartiere.
Un altro tipo di speculazione Ë quella di alcuni proprietari che a suo tempo furono scoraggiati ad effettuare lavori di risanamento delle proprie abitazioni, e che oggi affittano delle case ai limiti dell’abitabilit‡ agli immigrati.
Esiste quindi al Quadraro un doppio mercato: quello delle case ristrutturate pi_ o meno legalmente che vengono vendute anche a 4.000 euro al metro quadrato (un aumento di circa cinque volte i prezzi degli anni 90, quando un appartamento si vendeva in zona sulle 800.000 lire al mq); e quello delle “stamberghe”, affittate per pochi soldi agli extracomunitari, in particolare marocchini, che vivono ammassati anche in 10-20 in pochi metri quadri.
Translation - English The anticipation of the expropriations, established by the regulatory plan of 1965, excluded the Quadraro (an old neighborhood of Rome) from the great speculative wave for some decades. The prices of real estate in that area, which in all truth was pretty run down (they weren't being kept up because it was know they were to be expropriated), remained low because no one was interested in buying houses in that area.
The uncertanty also caused some buildings to be abandoned. The vacant houses were at times used by small time crooks, either as lodging or as warehouses for goods of dubious origins.
In the 1990's, after the new regulatory plan was passed, speculative building swept the Quadraro. Building companies renewed many of the crumbling buildings, often increasing the cubic meters with illegal interventions, and put them back on the market at prices much higher than the average for this neighborhood.
Another type of speculation is the one practiced by some land lords, who at the time were discouraged from fixing up their properties and now rent apartments in very poor conditions to immigrants.
The Quadraro therefore has two markets now: that of the newly restored apartments which sell at up to 4,000 Euro a square meter ( a fivefold increase on the 1990's prices, when an apartment would sell at 800,000 liras a sq. m.), and that of hovels, rented to immigrants for a low price, namely Moroccans, who live 10-20 people in a few square meters.
