Africa, Impoverished Despite Oil Riches
The Curse of Oil
By MARIE-CHRISTINE SIMONET
Published in Le français dans le monde, Issue number 12, November 2006
What is the impact of the oil manna on the population? Until now, the potentially richest countries remain stuck in an unbelievable state of underdevelopment. For this reason, the Nigerian population has hardly seen any money from oil revenues. As far as the Ogoni in Niger’s Delta region are concerned, where a major part of Nigeria’s oil is extracted, they live in unspeakable poverty. In Sudan, the Nuer tribes who inhabit the vast oil fields in the south are now threatened.
In Congo, despite the substantial oil revenues that represent 70% of the country’s revenues, the level of debt per capita remains the highest in the world. This debt amounts to 6.4 billion dollars (approximately 2,670 billion Fcfa), and is equal to two times the Gross Domestic Product of the country according to the International Monetary Fund (IMF). Angola, the second largest oil-producing country in Sub-Saharan Africa, is equally one of the poorest countries in the world. The latest report published by the United Nations Program for Development (UNDP) ranked it at 160th among 177 of the least developed countries.
As we have already seen, Chad has had difficulties dealing with pressure from investors for greater transparency in the management of petrodollars. Nigeria, Africa’s largest producer of oil, is also one of the most corrupt countries in the world. According to Peter Eugen, president of Transparency International, corruption costs Africa billions of dollars per year…
