1.1 Situation analysis
Land border management and controls
6. The long, isolated and harsh terrain of the land borders between Yemen and its neighbours Saudi Arabia and Oman are partially closed, with official crossing restricted to specific border points. This has the effect of slowing down the movement of goods, vehicles and people and of dissuading smugglers to a limited extent. However, this latter positive aspect is counter-balanced by the under-trained, poorly equipped, and uncoordinated border control agencies.
7. Yemen has signed a bi-lateral cooperation agreement with Saudi Arabia, resulting in meetings at half-yearly intervals between senior officials to discuss agendas of common interest. There is a working extradition arrangement with the Saudi Arabian government for the exchange of convicted nationals. The Saudi police have a liaison officer posted to their mission in Sana’a. Control along both borders with Saudi Arabia and Oman would improve with better communications, improved roads and infrastructure on both sides and the placement of observation towers.
Controls over the movement of sea containers
8. The port of Aden is a strategically placed transhipment hub for its region. It lies only four miles away from the East-West route of the Suez Canal and has developed an extensive common feeder service that links it to the ports of the Red Sea, the Arabian Gulf, the west coast of India, and the South and East Africa.
9. The Aden Container Port (ACT) was opened in September 1999. It now handles an average of 400,000 TEU’s per year (300 per month) and is regularly used by international shipping lines such as APL, Evergreen, PIL, P & O, Nedlloyd, WEC, ICFS, Wan Hai, and Maersk that link it directly to Shanghai, Penang, Singapore, Colombo, Jeddah, Aqaba, Dubai, and Port Sudan. In addition, feeder services arrive from Djibouti, Eritrea, and Mombassa to use its facilities for wider connections. Seventy percent of the containers passing through the port are for transhipment, the remaining 30% are landed for domestic consumption in Yemen. Containers in transit enter the Aden Free Trade Zone where commercial operators can de-stuff container cargoes for redistribution or consolidation.
10. Container port operations are contracted to a private company who successfully tendered for the business from the government of Yemen. In addition to the daily / weekly / monthly management of the facility, they offer support to the de-stuffing of containers selected for customs and security police inspection, with cargo bay, pallets, platforms, and hoists. Since the attacks on the United States battleship Cole in Aden harbour, as well as a French flagged oil tanker off the coast of Yemen, security have increased in the port, with Yemen coastguards providing regular maritime security patrols.
11. Linked to its third Five Year Plan of Economic and Social Development (2006 – 2010) on poverty alleviation, the Yemeni Government has embarked upon a programme of investment in facilities, institutions, and infrastructure at its main commercial port cities of Aden, Hodeidah, and Mukalla. The Yemeni Transport Ministry has negotiated a $96 million development programme, phased over the next 12 years, with the World Bank. A development strategy that will include a diagnostic phase is currently being elaborated.

6 – إن الحدود البرية الطويلة والمعزولة التي تتسم بوعورة أراضيها الواقعة بين اليمن وجارتيها السعودية وعمان مغلقة جزئيا، ويقتصر العبور الرسمي على نقاط حدودية محددة، مما يؤدي إلى إبطاء حركة البضائع والمركبات والبشر - وإلى ثني عزيمة المهربين إلى حد ما. إن التأثير الإيجابي للجزئية الأخيرة هذه ينفيها التأثير السلبي لقلة تدريب أجهزة مراقبة الحدود وسوء تجهيزها وعدم التنسيق فيما بينها.
7 - وقًعت اليمن اتفاقية تعاون ثنائية مع المملكة العربية السعودية تمخضت عن عقد اجتماعات نصف سنوية بين كبار المسؤولين لمناقشة جداول الأعمال ذات الاهتمام المشترك. وهناك ترتيبات لتسليم المطلوبين مع حكومة المملكة العربية السعودية بغرض تبادل المواطنين المحكوم عليهم. وللشرطة السعودية ضابط اتصال يعمل في مندوبيتها في صنعاء. وسوف تتحسن السيطرة على طول الحدود مع كل من السعودية وعمان بتحسن الاتصالات وتحسن الطرق والبنية التحتية في كلا الجانبين ووضع أبراج مراقبة.

8 – يعتبر مرفأ عدن مركزا لنقل الشحنات من سفينة إلى أخرى ويتمتع بموقع استراتيجي بالنسبة للمنطقة. وهو لا يبعد سوى أربعة أميال عن طريق قناة السويس الممتد من الشرق إلى الغرب، وقد وُضعت شبكة مواصلات فرعية موسعة مشتركة تربطه بموانئ البحر الأحمر والخليج العربي والساحل الغربي للهند وجنوب وشرق أفريقيا.

11 - شرعت الحكومة اليمنية في برنامج للاستثمار في المرافق والمؤسسات والبنى التحتية في مدن موانئها التجارية الرئيسية عدن والحديدة والمكلا، وذلك من خلال ربطه بالخطة الخمسية الثالثة للتنمية الاقتصادية والاجتماعية للأعوام (2006-2010) بشأن التخفيف من حدة الفقر. وتفاوضت وزارة النقل اليمنية مع البنك الدولي بشأن برنامج تنموي مرحلي على مدى السنوات الـ 12 المقبلة بقيمة 96 مليون دولار. فيما يجري حالياً وضع استراتيجية تنموية ستشمل مرحلة تشخيصية.
