Source text - Greek Στο πλαίσιο του ειδικού στόχου περιλαμβάνονται δράσεις για την πρόληψη της εγκληματικότητας, τη βελτίωση της ικανότητας ανίχνευσης και την αύξηση των ελέγχων για την καταπολέμηση του λαθρεμπορίου μεταναστών και της εμπορίας ανθρώπων, της παράνομης διακίνησης ναρκωτικών, την αντιμετώπιση του οργανωμένου εγκλήματος, την καταπολέμηση του ηλεκτρονικού εγκλήματος και της παιδικής σεξουαλικής εκμετάλλευσης μέσω του διαδικτύου.
Η συνολική στρατηγική του ειδικού στόχου θα εφαρμοστεί και εκτιμάται ότι, έως το τέλος της προγραμματικής περιόδου, θα επιτευχθούν οι στόχοι της.
Στον εν λόγω ειδικό στόχο σημειώνονται καθυστερήσεις στην υλοποίηση των δράσεων, οι οποίες οφείλονται κυρίως σε καθυστερήσεις στην διενέργεια των απαιτούμενων διαγωνισμών.
Με την αλλαγή του Νόμου περί δημοσίων συμβάσεων, έργων και προμηθειών, οι δικαιούχοι δεν προχωρούσαν στη διαγωνιστική διαδικασία για τουλάχιστον έξι (6) μήνες.
Μετά την παροχή διευκρινήσεων από την Ενιαία Ανεξάρτητη Αρχή Δημοσίων Συμβάσεων (Ε.Α.Α.ΔΗ.ΣΥ), οι δικαιούχοι έχουν ξεκινήσει την εκπόνηση των διακηρύξεων.
Με την νομοθετική ρύθμιση για τη σύσταση διακριτής μονάδας προμηθειών στην Ελληνική Αστυνομία που σχεδιάζεται, αναμένεται η επιτάχυνση των διαγωνιστικών διαδικασιών.
Τυχόν δαπάνες των ανωτέρων δράσεων, οι οποίες είχαν πραγματοποιηθεί, έως 15 Οκτωβρίου 2016, δεν περιελήφθηκαν στο αίτημα πληρωμής του Φεβρουαρίου 2017, κυρίως γιατί δεν ήταν ευχερής η πιστοποίησή τους (δεν είχαν διενεργηθεί διοικητικές και επιτόπιες επαληθεύσεις του φυσικού και οικονομικού αντικειμένου).
Η μεταφορά της Υπεύθυνης Αρχής από το Υπουργείο Εσωτερικών στο Υπουργείο Οικονομίας και Ανάπτυξης που έλαβε χώρα το 2016, εκτιμάται ότι δεν επέφερε σημαντικές καθυστερήσεις στην υλοποίηση των δράσεων του ειδικού στόχου, καθώς στην ΥΔΕΑΠ είχαν ήδη εκχωρηθεί οι απαιτούμενοι πόροι (ΥΑ 183/ΦΕΚ 385/τ.Β/18.02.2016).
Ωστόσο, κρίνεται απαραίτητο κατά την αξιολόγηση και την αναθεώρηση του ΕΠ να εξεταστούν ενδεχόμενες μεταβολές στην εξειδίκευση της Εθνικής Στρατηγικής για την πρόληψη και καταπολέμηση της εγκληματικότητας, εξαιτίας της αύξησης της εγκληματικότητας ως απόρροια της αυξανόμενης φτώχειας, παράγοντας που δύναται να οδηγήσει στον προσδιορισμό και άλλων παρεμβάσεων που θα πρέπει να τύχουν χρηματοδότησης από το ΕΠ.
Translation - English Activities on crime prevention, improving capacity to detect and increasing checks for fighting against the smuggling of migrants, the trafficking in human beings and the illicit trafficking in narcotic drugs, tackling organised crime, fighting against cybercrime and sexual abuse of children through the Internet are part of the specific objective.
The overall strategy of the specific objective shall be implemented; it is assessed that this strategy shall achieve its objectives by the end of the programme period.
There are delays in implementing actions of this specific objective, primarily due to delays in carrying out the necessary tendering procedures.
Following the amendment of the Law on public works contracts and public supply contracts, the beneficiaries did not proceed to the tendering procedure for at least six (6) months.
After clarifications provided by the Single Independent Public Procurement Authority (SIPPA) the beneficiaries have begun preparing declarations.
The speeding-up of the tendering procedures is expected by the legislative rule on the planned establishment of a separate supply unit within the Hellenic Police.
Any expenditure of the aforementioned actions incurred until October 15, 2016 is not included in the February 2017 request for payment, mainly because the certification of expenditure was not easy (no administrative and on-the-spot verifications of the physical and financial object had been carried out).
