Principe de fonctionnement :
D’une façon global un véhicule automobile est un système muni de plusieurs sous – système qui fonctionne selon le principe global d’Entrée-Traitement-Sortie. S’il faut prendre le cas du système d’injection électronique essence, la structure sera donc la suivante :
Le système électronique d’injection d’essence est composé de trois systèmes partiels :
- Système d’admission d’air;
- Système d’alimentation en carburant ;
- Système de commande et de régulation.
Ainsi donc le système de pilotage et de régulation fonctionne selon le principe ETS. Cela signifie :
Entrée : des capteurs collectent les informations et les transmettent à la centrale de commande sous forme de signaux de tension électrique.
Traitement : la centrale de commande traite les informations contenues dans les signaux reçus et compare les valeurs actuelles avec les valeurs de consigne mémorisées dans la cartographie. Elle calcule ainsi le pilotage des actuateurs correspondants.
Sortie : les actuateurs concernés, sont actionnés par la centrale de commande.
Le système de transmission automatique, de freinage assisté et plusieurs autres systèmes respectent le même principe.

Operating principle:
Generally speaking, a motor vehicle is a system made up of several sub-systems which operate according to the overall principle of Input-Processing-Output. If the case of the electronic petrol injection system were to be considered, the structure will be as follows:
The electronic petrol injection system is made up of three sub-systems:
- Air intake system;
- Fuel supply system;
- Control and regulation system.
So the control and regulation system operates according to the ETS principle. This means:
Input: sensors collect information and send it to the control unit in the form of electrical voltage signals.
Processing: the control unit processes the information in the signals received and compares the current values with the set values stored in the map. It then calculates the control of the corresponding actuators.
Output: the relevant actuators are activated by the control unit.
Automatic transmission, assisted braking and several other systems follow the same principle.

Le Cabinet devra disposer de ressources humaines en économie, analyse, comptabilité, ingénierie de la formation et finances résidant au Cameroun. Il doit disposer une expérience d’au moins cinq ans dans la réalisation des études similaires.
II. DUREE DE LA MISSION
Quatre (04) mois à partir de la notification de l’acte juridique.
III. CONSTITUTION DU DOSSIER
Les dossiers doivent être présentés de la façon la plus claire et détaillée possible. Les éléments suivants qui doivent être obligatoirement communiqués feront l’objet de vérification.
a) Volume 1 : Pièces administratives
Le « volume 1 » comprendra les documents administratifs suivants (originaux ou copies certifiées conformes, datées de moins de trois (03) mois à compter de la date de dépôt des dossiers. Il s’agit de :
Une lettre de motivation dûment signée et précisant que le candidat a l’intention de soumissionner à l’Appel d’Offres National Restreint s’il est présélectionné avec une indication de l’adresse et la localisation de la structure ;
Une copie du registre de commerce ;
Une copie de l’attestation de non redevance fiscale ;
Une Attestation d’Immatriculation ;
Une attestation de non faillite délivrée par le greffe du tribunal de Grande instance ou Première instance du domicile du candidat ;
Une attestation de non exclusion des Marchés publics délivrée par l’ARMP ;
Il est précisé que l’absence ou la non validité de l’une des pièces ci-dessus après épuisement du délai règlementaire de 48 heures entraînera la non recevabilité de la candidature.

Le dossier technique devra comprendre :

Un Expert en comptabilité ; disposant d’un diplôme de second cycle universitaire en Comptabilité avec au moins trois (03) ans d’expérience dans la réalisation des prestations similaires et de bonnes connaissances dans le domaine comptable.
Un Expert en finances ; disposant d’un diplôme de second cycle en Sciences Economiques avec au moins trois (03) ans d’expérience dans la réalisation des prestations similaires et des aptitudes en Gestion
Un Expert en ingénierie de Formation Professionnelle disposant d’un diplôme de second cycle dans le domaine de l’éducation avec au moins trois (03) ans d’expérience dans la réalisation des prestations similaires.
