Expo-Shanghai is proving to be an extraordinary showcase for Italy's image and for all that is most appealing in Italy, as well as being a confirmation of the power of attraction of both Italy's cultural wealth and the innate creativity of her people. This success is proven not just by over 40,000 Chinese visitors who flock to the Italian pavilion daily but also by the many Italian and Italian-inspired shops in Chinese cities. In light of the undeniable fact that there is an interest in all things Italian in China, what does the Italian government intend to do to strengthen cultural and commercial ties between Italy and China? Since so many products sold in Italy come from China, what can be done to increase the sale of Italian goods in China?

There is a great sympathy for Italy in China as well as a sense of closeness that comes from the fact that both countries have a rich and ancient traditional culture. Italy is also synonymous with elegance, quality and style of life, which are all elements that are attracting ever-larger segments of the Chinese population.
中国人对意大利的事物情有独钟。中、意两国兼为历史悠久、文化凝重的国家，两国人民之间的亲密感油然而生。意大利又是优雅、高品质、生活潮流的代名词，所有这些因素都吸引着越来越多的中国居民。
For many years now, our two countries have had very strong and increasingly important economic and trade relations: over the last seven years, foreign trade has more than tripled, going from over U.S. $9 billion to more than $31 billion today. We are certainly one of the countries that was least affected by the crisis in international trade relations with China. This is clearly seen by the fact of the 3.4% growth in Italian exports to China in 2009, compared to an overall reduction of trade felt by almost all European countries. This is due to the strength of our businesses, as well as to the coordinated activities of the Italian institutions in China, like the special trade mission in early June led by the Labour Minister, Sacconi, together with the leaders of all the representative bodies of the Italian business system.

Besides the great business opportunities offered to Italian manufacturing in China, today we are seeing the rapid upgrading of the country's economic system. Beijing is gradually abandoning the model of growth based on the abundance of cheap labour, the model of the so-called "world factory", in order to transform itself into a more mature economy, where the cost of labour is gradually rising and in which the production of goods with high technological content and added value is becoming a priority. This means huge investments in research and development and human capital (there are more than 600,000 graduates in engineering and related subjects every year), but also by working in partnership with the most advanced firms in cutting-edge countries like Italy. As well as in traditional sectors, this opens up interesting prospects in the field of technological collaboration in which, long-term investments and solid relationships with Chinese partners can be built, forming the basis for joint-ventures in China and with an eye on third world markets. The Italian institutions in China - the Italian system which is part of our diplomatic and consular network - have always supported companies in monitoring these developments and helping them with the necessary keys to understanding these exciting times which China is going through, in order to best guide new investors and do their utmost to help both Italians who want to break into this market and to the companies already operating and doing business here.

In your opinion, do you think this opportunity in China of promoting the "treasures" of Italy in their widest sense, from culture, to art, to technology, to our inimitable local products through multimedia and multilingual projects such as the "Maps of the Treasures of Italy", both in print and on the internet, are useful for fostering greater appeal and understanding of Italy in a nation that is so immense with such a large number of inhabitants?

Italy and China are united by the fact that they are both repositories of ancient cultures which have had an influence far beyond their respective national borders and which lasted for centuries: just consider the influence of Roman law on Western legal systems or the continuing use of the Roman alphabet for more than two thousand years. Just joking slightly, I think I could describe China and Italy as two cultural super-powers and I don't think I would be wrong in saying that today there is a greater knowledge of Italian culture in China. The number of students learning Italian is constantly increasing and Italian art and music are well known in China, as shown by the success of the recent exhibitions about the Two Empires and Matteo Ricci. However, there are other aspects of Italian culture that the Chinese are getting to know and appreciate more and more thanks to the increasing number of activities organized by our Embassy in Beijing and our Consulates General and our Cultural Centres.

It is certainly worth investing more in cultural events. Today, because the internet is widespread in China, a multimedia project, such as "The Maps of the Treasures of Italy" can be extremely effective.

Much is said about tourists from China but, so far, the constraints and filters that hold back tourists are still likely to discourage an increase in numbers. What does the Government have in mind to simplify visa applications in order to access these new potential tourists who are likely to increase in the short and medium term?

From the available data about visas issued so far, it seems that the increasing flow of Chinese tourists who choose to visit Europe, particularly the Schengen area, usually apply to Italian consulates. According to the main tour operators, this is both because there is great interest in our country and because of the quality of service in our visa offices.
从目前公开的数据来看，前往欧洲，尤其是申根地区的中国旅游者选择向意大利领事馆申请签证的人数正不断上升，据大型旅行社消息透露，这是因为旅游者对意大利国土的巨大热情及意大利签证事务处的服务质量。
In 2009, the diplomatic-consular offices in China for the whole Schengen area issued 153,000 tourist visas, of which 63,000 were issued by the Italian Embassy in Beijing and our Consulates General in Shanghai and Guangzhou, compared to 23,000 by the consular offices of Spain and 17,800 from the offices of France, and so on.

Since the appeal for Chinese tourism seems to be on the right track, our challenge for the future is to direct this flow of tourists, which is often hit-and-run low-cost travel, towards a better understanding of our country. All the relevant institutions (Ministry of Tourism, the Regions, and the Italian Tourist Board) should be involved in this in order to promote and make best use of Italy and the existing tourist and hotel system.
