Les pratiques que je viens de décrire sont-elles annonciatrices d’un futur dans lequel une démocratie locale véritable dans les villes sera généralisée ? les villes seront-elles ce ferment et cet aiguillon qui feront évoluer progressivement l’Europe vers un modèle de développement soutenable qui ne laisse pas de côté les perdants de la mondialisation et qui lui évite les démons nationalistes ?
Les villes, particulièrement les petites et moyennes qui sont victimes de la concentration des activités économiques dans les métropoles, arriveront-elles à évoluer pour maîtriser les effets de changements qui risquent de s’accélérer ; pourront-elles trouver une dynamique incluant tous leurs habitants ? ces villes seront-elles se doter d'une stratégie, trouver des moyens financiers, saisir les opportunités, travailler sur leur image, mobiliser la société civile, trouver les bons opérateurs et les investissements avec effet levier ?
En accompagnant les municipalités qui sont à la recherche de nouvelles approches, le programme URBACT aide les collectivités dans cette transition vers le futur au travers du partage de bonnes pratiques et en s’appuyant sur une expérience d’échanges transnationaux entre villes maintenant vieille de 15 ans. L’avenir ne sera-t-il pas aussi aux plateformes d’échanges de savoirs et aux communautés de pratiques qui en accompagnant les villes leur permettront de s’adapter plus vite?

Kündigen die Praktiken, die ich gerade beschrieben habe, eine Zukunft an, in der eine örtliche wahrhaftige Demokratie in den Städten verallgemeinert wird? Werden die Städte dieser Gärstoff und diese Triebfeder sein, die Europa schrittweise zu einem nachhaltigen Entwicklungsmodel führen, das die Verlierer der Globalisierung nicht beiseitelässt und die nationalistischen Teufel vermeidet?
Sind die Städte, besonders die kleinen und mittleren, Opfer einer Konzentration der wirtschaftlichen Aktivitäten in den Metropolen? Gelingt es ihnen, sich zu entwickeln, um die Wirkungen dieser Änderungen zu beherrschen, die Gefahr laufen, sich zu beschleunigen? Werden sie eine Dynamik finden können, die alle Einwohner einschließt? Werden diese Städte eine Strategie entwickeln, finanzielle Mittel finden, die Gelegenheiten ergreifen, ihr Image überarbeiten, die Zivilgesellschaft mobilisieren, die richtigen Akteure und Investitionen mit Hebelwirkung finden?
Das Programm URBACT, das die auf der Suche nach neuen Herangehensweisen Stadtverwaltungen begleitet, hilft den Gemeinden bei dieser Transition in die Zukunft. Es teilt die richtigen Praktiken und stützt sich auf eine Erfahrung aus dem übernationalen Austausch zwischen den Städten seit jetzt 15 Jahren. Wird die Zukunft nicht auch den Plattformen gehören, in denen man das Wissen austauscht und den Communities of Practice, die die Städte begleiten und ihnen ermöglichen, sich schneller anzupassen?

Au carrefour de l’Europe, Metz se traverse comme un livre ouvert sur l’Histoire.
De l’époque gallo-romaine à nos jours, sublimés par la pierre de Jaumont, les siècles égrènent leur héritage: Metz s’incarne en une mosaïque de styles, de matières et de couleurs. Les vicissitudes de l’histoire l’ont modelée tantôt française, tantôt allemande, métissant sa romanité et sa germanité, ce qui en fait son originalité et son ADN. Vivant, son patrimoine se prolonge à l’avant-garde avec le Centre Pompidou-Metz, cathédrale de l’art contemporain, audacieux espace de découverte de la création artistique sous toutes ses formes.
Devenue plus tard le berceau des Carolingiens, Metz se développe progressivement en une capitale européenne de l’art et de la culture. L’excellente réputation de ses écoles et de ses corporations d’artisans, les innombrables édifices médiévaux religieux ou civils, parmi lesquels la Cathédrale Saint-Etienne (sans conteste le plus remarquable), témoignent du rayonnement artistique et religieux de la ville en Europe.
Metz est intégrée au Saint Empire Romain Germanique au Xème siècle. Devenue République, la cité Messine connaît sa plus riche période jusqu’au XVème siècle. En 1552, la ville accueille Henri II, roi de France, qui s’y installe. L’Empereur Charles Quint cherchera en vain à reprendre la ville au prix d’un long et dur siège. Elle devient la capitale de la Province des Trois Évêchés. En 1648, elle est définitivement rattachée au Royaume de France. Au XVIIIème siècle, Metz s’imprègne du classicisme et réalise de somptueux et emblématiques ensembles architecturaux : place d’Armes (où se trouvent l’Agence Inspire Metz - Office de Tourisme et l’Hôtel de Ville), place de la Comédie (Opéra-Théâtre), place de la République et son imposant Palais de Justice. Les avatars de la guerre de 1870 font basculer le destin de la ville qui connaît alors de profonds bouleversements.

An der Kreuzung Europas liest sich Metz wie ein offenes Buch der Geschichte.
Von der gallo-römischen Zeit bis heute, verziert von den goldenen Jaumont-Stein, spiegeln sich die Jahrhunderte und enthüllen ihr Erbe: Die Stadt Metz ist ein Mosaik verschiedener Stile, Materialien und Farben. Die Wechselfälle der Geschichte haben sie sowohl französisch als auch deutsch geformt und das Römer- und Germanentum vermischt, was ihre Originalität und ihre DNA ausmacht. Lebendig, ihr Erbe verlängert sich in der Avantgarde mit dem Centre Pompidou-Metz, zeitgenössische Kunstkathedrale, kühner Entdeckungsbereich des künstlerischen Schaffens in all seinen Formen.
Metz wird später die Wiege der Karolinger und entwickelt sich nach und nach zu einer europäischen Kunst- und Kulturhauptstadt. Der ausgezeichnete Ruf ihrer Schulen und Handwerkszünften, die unzähligen mittelalterlichen religiösen oder zivilen Gebäude, darunter die Kathedrale Saint-Etienne (zweifellos das bemerkenswerteste), zeugen von der künstlerischen und religiösen Vormachtstellung der Stadt in Europa.
Metz wird in das Heilige Römische Reich Deutscher Nation im 10. Jahrhundert eingegliedert. Wird Republik und erfährt ihre reichste Epoche bis zum 15. Jahrhundert. 1552 empfängt die Stadt Henri II., König von Frankreich, der sich dort niederlässt. Der Kaiser Karl V. versucht vergeblich, die Stadt um den Preis einer langen und harten Belagerung einzunehmen. Sie wird die Hauptstadt der Provinz Drei Diözesen. 1648 wird sie definitiv an das französische Königreich angegliedert. Der Klassizismus hatte im 18. Jahrhundert großen Einfluss in Metz, es wurden prachtvolle und symbolträchtige architektonische Komplexe gebaut: die Place d’Armes (wo sich die Agentur Inspire Metz - Fremdenverkehrsamt und das Rathaus befinden), die Place de la Comédie (Opéra-Théâtre) und die Place de la République mit dem imposanten Justizpalast. Der Krieg von 1870 veränderte das Schicksal der Stadt, die nun eine tiefgründige Wandlung erfuhr.
