The anti drain-back valve may fail to prevent oil from draining out of the engine. Both of these are reasons for engine wear.

Toyota genuine diesel oil filters are effective in filtering carbon.

Chúng tôi đã xem xét thư của ngài gửi vào ngày 24/09/2007, ý kiến của chúng tôi về những vấn đề ngài nêu trong thư nói trên như sau:
Mục 3. Đề xuất thiết bị trong lĩnh vực công nghệ ô tô.
- Về việc thuê tuyển chuyên gia tư vấn quốc tế, chúng tôi đề nghị ngài thảo luận rõ với DED/GTZ về các vấn đề sau:
Nhiệm vụ của chuyên gia tư vấn. Chúng tôi cho rằng chuyên gia tư vấn quốc tế được thuê tuyển cần được giao những nhiệm vụ sau: tư vấn về lĩnh vực ô tô tại 2 trường: Trường trung cấp nghề Việt - Đức Lạng Sơn và Trường trung cấp nghề Việt - Đức Vĩnh Phúc. Nhiệm vụ cụ thể là hỗ trợ tư vấn về thiết kế xưởng và vị trí lắp đặt thiết bị, danh mục thiết bị, tiêu chí kỹ thuật của từng hạng mục thiết bị để đưa vào Hồ sơ mời thầu, giám sát chất lượng thiết bị và nghiệm thu.
Các chi phí do DED/GTZ/PMU chi trả: lương, công tác phí, chi phí ăn ở, chi phí đi lại, thuê phiên dịch,…
Trách nhiệm của các bên liên quan.
- Chúng tôi đã xem xét đề xuất của ngài về việc thuê tuyển một chuyên gia trong nước trong thời hạn là 2 tháng người. Chúng tôi sẽ trình đề xuất của ngài lên để MOLISA xem xét.
Chúng tôi cũng muốn nhấn mạnh rằng chưa được sự đồng ý của MOLISA thì không thể sử dụng ngân sách hiện có từ Hợp đồng để thuê tuyển chuyên gia tư vấn trong nước ngay lập tức theo đề nghị của ngài.
- Chúng tôi không đồng ý với đề xuất của Ngài về việc thêm 1 tháng người chuyên gia quốc tế vào hợp đồng với GFA. Theo đề xuất và kết quả thảo luận giữa ông Mayer với DED/GTZ, phía DED/GTZ đã đồng ý sẽ hỗ trợ một chuyên gia tư vấn quốc tế. Cả 2 bên cũng đã đạt được thoả thuận là chuyên gia DED sẽ tham gia vào dự án với tư cách tư vấn FC, chịu sự kiểm soát và hướng dẫn của Tư vấn trưởng và Phó tư vấn trưởng và sẽ áp dụng phương pháp và cách thức đã được sử dụng bởi tất cả các chuyên gia tư vấn FC khác. Vì thế, chúng tôi thấy việc thêm số tháng người chuyên gia quốc tế khác là không cần thiết.
Mục 4. Kế hoạch thực hiện chi tiết
PMU, với sự hỗ trợ của TA, đã lên kế hoạch tổ chức một cuộc hội thảo với sự tham gia của tất các bên liên quan đến dự án vào cuối tháng 10. Chúng tôi muốn đề nghị ngài dự thảo một bản kế hoạch thực hiện chi tiết trước, bản dự thảo này sẽ được đưa ra xem xét trong Hội thảo nói trên. Sau cuộc hội thảo chúng ta sẽ cùng lập nên bản kế hoạch cuối cùng để trình lên MOLISA và KfW.
Mục 6. Thay thế Tư vấn trưởng
Theo chúng tôi, việc thay thế Tư vấn trưởng là ông Mayer bởi một người khác là do các ngài quyết định, về việc này chúng tôi không phản đối.
Chúng tôi cũng đã xem xét một cách kỹ càng và khách quan bản Sơ yếu lý lịch của chuyên gia được đề cử là ông Wolf Rienow và nhận thấy rằng:
- Ông Rienow có nhiều năm kinh nghiệm tham gia vào nhiều dự án ở các nước khác nhau như Việt Nam, Nga, Ucraina, Đức,…. Ông đã từng làm việc trong dự án hợp tác với KfW (dự án ở Ucraina vào tháng 12/1999). Chuyên gia được đề cử cũng đã từng được giao trách nhiệm quản lý và giám sát trong một số dự án:
(dự án đang thực hiện tại Việt Nam,
dự án từ 03/2001 – 09/2004 tại Đức/Ucraina/Nga,
dự án từ 06/1997 – 02/1999 ở Nga,…
Ngoài ra, trong nhiều dự án đã tham gia, ông Rienow còn chịu trách nhiệm chủ yếu trong toàn bộ quá trình đấu thầu mua sắm thiết bị: chuẩn bị chi tiết kỹ thuật và hồ sơ đấu thầu, giám sát quá trình đấu thầu và lắp đặt, … Xem xét những yếu tố này, chúng tôi cho rằng ông Wolf Rienow có đủ kinh nghiệm, năng lực quản lý, hiểu biết theo các quy định của KfW để đảm đương vai trò Tư vấn trưởng.
- Chúng tôi cũng nhận ra rằng chuyên gia được đề cử không có bằng cấp chuyên môn về lĩnh vực dạy nghề. Nhưng Sơ yếu lý lịch của ông cho thấy ông Rienow có nhiều kinh nghiệm tham gia vào các dự án có liên quan đến lĩnh vực đào tạo nghề:
dự án tháng 12/1999 ở Ucraina,
dự án từ 12/2003 – 02/2004 ở Nga,
dự án từ 10/2004 -10/2005 ở Ucraina
Căn cứ vào những yếu tố trên chúng tôi không phản đối đề xuất của các ngài về việc cử ông Wolf Rienow đảm nhận vị trí Tư vấn trưởng. Chúng tôi cũng sẽ gửi thư đề cử và CV của ông Rienow lên để KfW xem xét và có ý kiến.
Những mục còn lại sẽ được đưa ra thảo luân khi ngài và ông Mayer trở lại Việt Nam vào tuần tới. Chúng tôi mong sớm có cơ hội gặp và thảo luận với ngài.

In relation to your letter dated 24/09/2007, we would like to comment on the points raised in the above-mentioned letter as follows:
Item 3. Equipment requests in automotive technology
- Regarding the assignment of the international expert, we would like to propose that you reach an agreement with DED/GTZ on the following matters:
The specific tasks of the international expert. We consider the assignment would be to provide consultancy in the automotive technology field at 2 schools: Vietnamese-Germany vocational school in Lang Son and Vietnamese-Germany vocational school in Vinh Phuc. The specific tasks include providing advisory support in laboratory design, equipment list, equipment placement, preparation of specifications to be used in the bidding documents, equipment quality evaluation and check before acceptance.
The costs overtaken by DED/GTZ/PMU: fees, travelling expense, accomodation, travel costs, costs to hire interpreter, etc.
The responsibilties of the partners involved.
- We have taken your proposal to assign an additional local expert for the duration of 2 person months into consideration. We willreach an agreement with KfW on this issue and submit your proposal for the review of MOLISA.
We would also like to emphasize that the utility of the currently available budget of the contract to identify and field the required local expert immediately such as proposed in your letter is not possible without a prior agreement and approval of MOLISA.
- We would have to decline your recommendation to add one international person month to the GFA Contract. Based on Mr. Mayer’s request and the outcome of his discussion with DED/GTZ, DED/GTZ has agreed to support with an international expert. It has also been agreed upon that the expert will start his missions as a FC Consultant and he will be subject to the leadership and instruction of the Team Leader and Deputy Team Leader. Therefore, he would use the approach and methodology applied by other FC Consultants. In light of this, we see no necessity to add one international person months to the GFA contract.
Item 4. Detailed implementation plan
PMU, with the support of TA, has planned to hold a Workshop with the participation of all the parties involved by the end of October. We would like to propose that you draft in advance a detailed implementation plan, which will be brought out for review during this workshop. The outcome of this workshop will be a joint and detailed implementation plan to be submitted for the approval of MOLISA and KfW.
Item 6. Replacement of Team Leader.
We consider the replacement of the current Team Leader, Mr Bernd Mayer, with another expert is up to your decision, to which we have no objection.
From an objective standing, we have reviewed the the CV of the proposed expert, Mr. Wolf Rienow, in great details and seen that:
- Mr. Rienow has had long-term experience of participating in various projects in many countries such as Vietnam, Ukraine, Russia, Germany, Estonia, Azerbaijan, and Kazakhstan. He was once involved in a cooperation project of KfW (in Ukraine in 12/1999). The nominated expert has also been assigned the role of manager and supervisor in several projects:
the ongoing project in Vietnam,
the project in Germany/Ukraine/Russisa for the time of 03/2001 – 09/2004, etc.
the project in Russia for the duration of 06/1997 - 02/1999, etc.)
In addition, in many projects in which he was involved, Mr. Rienow was entrusted with the whole procedure of equipment procurement: preparation of specifications, tender dossier, supervision of the procurement and installation process. After cross-reference with KfW regulations concerning the requirement of Team Leader, we consider him as having management ability, experience, and knowledge to assume the role of Team Leader.
- We are aware that Mr. Rienow is not a specialized expert in vocational training. However, his CV shows that he has had considerable experience of taking part in projects related to vocational training:
in 12/1999 in Ukraine,
in Russia from 12/2003 – 02/2004,
in Ukraine from 10/2004 – 10/2005, etc.
Based on the above-mentioned factors, we have no objection to your proposal to assign Mr. Wolf Rienow to the role of Team Leader. We will also transfer your nomination letter together with the nominated expert’s CV to KfW for review and comment.
The other items will be brought out for discussion when you and Mr. Mayer come to Vietnam next week. We are looking forward to meeting you shortly.

Convenient and oft-overlooked functions are found throughout the program. Some of the features that I personally found useful include the Reopen function on the File menu. This allows you to reopen the file you are currently editing, discarding all changes without having to close the file and open it once more.
Another unique feature is the ability to move from file-to-file by simply double right-clicking the viewer while in full screen mode. This cycles through the available images in the directory, a great feature for webmasters who have to deal with a lot of graphics.
Total hotkey support allows advanced users to harness the program's functions quickly and efficiently.
The only problem I found with the program was in its Red Eye Reduction feature; attempting to use it on a picture of myself, the red in my eyes stayed the same while part of my face was turned grey!
There are many different types of image effects you can add successfully, including:
• Image re-sampling to decrease file size (great for saving bandwidth on the web!)
• Image sharpening
• Creating panoramic pictures
• Blurring and embossing

Giới thiệu về IrfanView
Hỗ trợ 68 định dạng file khác nhau trong phiên bản thử nghiệm, chương trình này đứng đầu về tính linh hoạt trong số các phần mềm chỉnh sửa đồ họa miễn phí. Được trang bị một số tính năng độc không thường thấy ở các bộ công cụ chỉnh sửa đa phương tiện, nó là chương trình đồ họa đầu tiên trên thế giới hỗ trợ nhiều file ảnh động dạng GIF. Với một tệp exe nặng 340KB, chương trình này sẽ nạp rất nhanh mà không cần đến hỗ trợ DLL.
Tính năng
Các chức năng tiện ích và thường bị bỏ qua được tìm thấy xuyên suốt chương trình. Một tính năng bản thân tôi thấy rất hữu ích là tính năng mở lại trên trình đơn tập tin. Tính năng này cho phép bạn mở lại tập tin bạn đang chỉnh sửa, hủy bỏ toàn bộ thay đổi mà không phải đóng và mở nó ra một lần nữa.
Một tính năng độc đáo khác là khả năng chuyển từ tập tin này sang tập tin khác chỉ bằng cách nhấn đúp chuột phải trên chương trình khi đang ở chế độ toàn màn hình. Chương trình sẽ chuyển đổi giữa các hình ảnh có sẵn trong thư mục, một tính năng hữu ích đối với các quản trị web phải xử lý nhiều hình đồ họa.
Hỗ trợ phím nóng toàn diện cho phép những người dùng cao cấp khai thác các chức năng của chương trình một cách nhanh chóng và hiệu quả.
Vấn đề duy nhất tôi gặp phải với chương trình là ở chức năng giảm mắt đỏ của nó; trong một lần thử áp dụng nó với bức ảnh của mình, màu đỏ trong mắt tôi vẫn giữ nguyên trong khi một phần mặt của tôi chuyển sang màu xám!
