Monitoreo electoral en 2012
FUNDEPS participó en el proceso de reglamentación de la normativa municipal de acceso a la información pública, analizando la propuesta remitida por las autoridades locales y emitiendo un dictamen de recomendaciones tendientes a perfeccionar el mecanismo. También se analizaron proyectos presentados en los Concejos Deliberantes de localidades del interior provincial, entre ellas, Alta Gracia, La Calera, Río Tercero, Jesús Maria, y Villa Allende.
Transparencia Electoral
El programa Córdoba Transparente es una iniciativa conjunta de la Fundación Ciudadanos 365 y la Fundación para el Desarrollo de Políticas Sustentables (FUNDEPS) que busca promover el derecho de acceso a la información pública, la rendición de cuentas de funcionarios públicos y la generación de marcos legales institucionales que eviten situaciones de corrupción.
Como parte del proyecto FUNDEPS integró, junto al Instituto de Investigación de Servicios Públicos e Infraestructura y el Laboratorio de Computación y Comunicación Digital de la Facultad de Ciencias Exactas, Físicas y Naturales de la Universidad Nacional de Córdoba, un equipo de investigadores que desarrollan un mecanismo de voto electrónico.
De esta manera, durante las elecciones municipales de Río Cuarto, Córdoba Transparente, en colaboración con la Fundación EGE de dicha ciudad, llevó adelante una observación electoral (click aqui).
El informe final concluyó que la difusión sobre el uso del sistema de Boleta Única no fue suficiente, a la vez que cuestionó que los datos de los comicios no hayan sido difundidos por Internet. Además se observó el malestar de los electores por la gran cantidad de encuestadores realizando sondeos a boca de urna; así como la falta de unificación de criterios para disponer las mesas de votación y las demoras que se producían en ellas.
ACCESO A INFORMACIÓN PÚBLICA
FUNDEPS considera el derecho de acceso a la información como un derecho humano fundamental, que a su vez facilita el reclamo y la efectividad de otros derechos.
Así, durante el año 2013 se realizó un seguimiento de la presentación de declaraciones juradas y de cumplimiento de la normativa por parte de los funcionarios públicos de la provincia de Córdoba. Además, se realizaron recomendaciones al respecto mediante un informe difundido a diversos medios de comunicación.
Asimismo, se avanzó en la línea de trabajo que promueve la prevención de actos de corrupción, prestando especial atención al eje de relaciones Público-Privado.
En este sentido, se presentaron ponencias en el “Segundo Congreso Latinoamericano de Ética,Transparencia y Compliance Anticorrupción” (click aqui) en Buenos Aires, y en el Encuentro Ética y Transparencia como factor clave para la competitividad empresaria en Córdoba.
Córdoba Transparente también colaboró en el diseño y organización del Posgrado en Ética Corporativa del ICDA-UCC.
También se analizó y se formularon recomendaciones sobre el proyecto de ley de Compras Públicas del Estado provincial.
Translation - English Election Monitoring, Election Transparency
2012 Election Monitoring
FUNDEPS (Foundation for the Sustainable Policy Development, in English) participated in the regulatory process for municipal access to public information laws, analyzing the proposal sent by local authorities and submitting recommendations aimed at perfecting the process. FUNDEPS also analyzed projects presented in the councils of interior provinces, including Alta Gracia, La Calera, Rio Tercero, Jesus Maria, and Villa Allende.
Election Transparency
The program Transparency for Cordoba is an initiative between Fundacion Ciudadanos 365 and FUNDEPS which seeks to promote the right to access public information, accountability of public officials and the creation of institutional legal frameworks to avoid situations of corruption.
As part of the FUNDEPS project, a group of researchers from local institutions developed an electronic voting mechanism; collaborating institutions were the Institute of Research for Public Utilities and Infrastructure and the Laboratory for Computation and Digital Communication at Cordoba National University.
During local elections in Rio Cuarto, Transparency for Cordoba, in collaboration with Rio Cuarto-based Fundacion EGE, carried out an electoral observation. The findings of the final report show the dissemination of information about the single ballot was not sufficient. It also questioned that election results were not sufficiently spread on the internet. Also observed was voter discomfort with the large number of surveyors conducting exit polls, along with a lack of coordination at the voting tables and the delays at the booths.
Access to Public Information
FUNDEPS considers the access to information a fundamental human right, one that also foments and increases the effectiveness of other rights.
Therefore, in 2013 FUNDEPS monitored the statements and regulatory compliance of public servants in the Cordoba province. Recommendations were then made through a report that was published in various media outlets.
Also, progress was made in a project to promote the prevention of corruption, paying special attention to dealings between private and public sectors. FUNDEPS presented papers at the Second Latin American Congress on Ethics, Transparency and Anti-Corruption Compliance (click here) in Buenos Aires, and at the Ethics and Transparency Form in Cordoba.
Transparency for Cordoba also collaborated in the design and organization of the graduate program in Corporate Ethics at ICDA-UCC. They also analyzed and made recommendations on a bill for public spending in the provinces.

## Los Alpes
## Madrugada del 1 de mayo, 1945
Werner entrecerró los párpados, buscando el haz de luz. Se frotó los ojos y lo volvió a intentar, pero la oscuridad era absoluta.
Sintió una oleada de miedo. Pisó el freno y el camión se detuvo bruscamente. *Mierda.*
En el asiento del acompañante, Hans se despertó e instintivamente llevó la mano a la funda de su Luger.
-- ¿Qué pasa? -- gruñó.
-- Bauer -- le respondió Werner señalando hacia adelante.
Hans miró a través del parabrisas. Las luces del camión estaban apagadas, y la luz de la luna apenas atravesaba la niebla; no se veía nada hacia adelante.
-- ¿Dónde está Bauer?
-- No lo se. ¡Ese es el problema!
Hans comprendió inmediatamente la situación. Sin Bauer marcando el camino con la linterna, era imposible que el convoy siguiera avanzando. El SS Lange había dejado muy claro que no quería ningún retraso. Y conociendo a Lange, no tenía dudas de que alguien iba a pagar por este problema con su vida. Esperaba no ser él.
-- Mierda.
Werner puso el freno de mano, apagó el motor y bajó del camión. Miró hacia atrás y divisó entre la niebla la silueta de los otros camiones que lo seguían.
-- ¡Alto! -- les gritó agitando los brazos.
Uno a uno, los motores de los otros camiones se apagaron y los Alpes quedaron en completo silencio. En la mas absoluta oscuridad, Werner se sintió momentáneamente desorientado.
Se obligó a concentrarse. Si el convoy no se ponía en marcha en pocos segundos, iba a tener que dar explicaciones a Lange. Sintió pánico solo de pensarlo.
-- Werner -- lo llamó Hans, pocos metros adelante del camión.
Hans observaba algo en el piso. Al acercarse, Werner vio a Bauer hecho un ovillo y con la linterna caída a su lado.
-- No puedo... no puedo... -- balbuceaba Bauer con una voz apenas audible. Tenía los ojos abiertos, pero no lograba enfocarlos.
*Por dios, es un niño... ¡no puede tener mas de dieciocho años!*, pensó Werner; luego recordó amargamente que él tenía apenas veinte.
*Cuánto se puede envejecer en dos años de guerra...*
Bauer se había desplomado, agotado, luego de caminar frente al camión durante horas, y sin haber dormido desde que habían partido de Berlín dos días atrás. Sólo se habían detenido en Zürich el tiempo suficiente para cargar unas pesadas cajas que los esperaban en un depósito abandonado.
Werner se sintió culpable; tendrían que haber relevado a Bauer hacía horas. Ahora quizás fuera demasiado tarde.
-- Conduce tú, yo sigo con la linterna -- le dijo a Hans. -- Ayudame a cargar a Bauer.
Por supuesto, hubiera preferido seguir al volante y que su compañero tomara la linterna, pero era una idea demasiado peligrosa. Werner era consciente de su propio agotamiento. Los ojos se le habían cerrado más de una vez, e incluso había empezado a tener alucinaciones; en las últimas horas había creído escuchar desde óperas de Wagner hasta bebés llorando.
*Si sigo conduciendo me voy a terminar saliendo de la ruta.* Le resultó vagamente divertido darse cuenta de que le preocupaba más la ira de Lange que la idea de terminar muerto en el fondo de un barranco.
Hans ayudó a Werner a cargarse a Bauer al hombro y se dirigieron de vuelta al camión. *Quizás salgamos de esta.*
Apenas un par de metros delante de ellos, una figura fantasmal emergió de la niebla.
Los soldados sintieron el instinto de desenfundar sus armas, pero el agotamiento pudo más. Werner alcanzó a llevar la mano hacia la Luger; Hans simplemente suspiró resignado.
-- ¿Qué es esto? -- preguntó la figura fantasmal.
Werner sintió un escalofrío al reconocer la voz del *SS-Standartenführer* Heinrich Lange. *Calma, calma, ya estamos listos para seguir.* Intentó tranquilizarse, pero sus rodillas temblaban ligeramente.
-- Un... relevo de rutina, *Herr Standartenführer* -- respondió Hans.
Lange los observó sin decir nada durante unos segundos, que a Werner le parecieron horas.
-- Un relevo -- dijo finalmente. Señaló a Bauer. -- Bájelo.
Werner dudó por un instante, pero sabía que desobedecer a Lange solo podía empeorar las cosas. Dejó a Bauer en el suelo.
Lange caminó alrededor del muchacho, con las manos entrelazadas en la espalda. Observaba divertido sus esfuerzos inútiles por incorporarse.
-- ¿Un relevo? -- repitió Lange. -- A mi me parece que *Herr* Bauer abandonó su puesto.
Werner y Hans se miraron horrorizados. Sabían lo que iba a suceder; ya lo habían presenciado antes.
Bauer intentó balbucear una excusa y logró ponerse de rodillas.
-- No se levante, Bauer. No se moleste -- le dijo Lange, condescendiente. Hizo una pausa y habló por encima de su hombro. -- ¿Schäfer?
Sin hacer el menor sonido, otra figura pareció materializarse desde la niebla.
-- Si, mi *Standartenführer.*
A Werner se le heló la sangre. Inmediatamente reconoció al *SS-Sturmbannführer* Stefan Schäfer, la mano derecha de Lange. Con solo diecisiete años ya se había forjado una temible reputación y había hecho una carrera meteórica dentro de las SS.
-- Tenemos un desertor, Schäfer.
Lange continuó sin esperar respuesta.
-- *Gefreiter* Bauer, este tribunal lo encuentra culpable de deserción.
*¡Hijo de puta! ¡La guerra ya terminó!*
Lange giró hacia Werner.
-- Ejecútelo -- le ordenó con una sonrisa.
Werner sintió una puntada en el estómago; aún conociendo el sadismo de Lange, la orden lo había tomado por sorpresa.
Bauer, aterrado, luchaba por incorporarse. Con sorprendente agilidad, Schäfer le dio una fuerte patada en la cara. El muchacho cayó boca abajo y quedó inmóvil.
Lange miró a Werner. Ya no sonreía.
-- ¿Está desobedeciendo mi orden, *Gefreiter*?
La mención de su rango hizo que Werner se encontrara sacando la Luger del estuche sin pensarlo. *¿Qué estoy haciendo?*
Observó a Bauer, que intentaba moverse. Había comenzado a formarse un pequeño charco de sangre bajo su cara.
De pronto se le ocurrió que podía matar a Lange. Solo tenía que mover el brazo y apretar el gatillo; iba a tardar apenas una fracción de segundo.
Amartilló la Luger.
Por supuesto, no podía disparar a Lange. Schäfer y el resto de los SS que venían en los otros camiones tenían una devoción fanática hacia su superior y no quería pensar en lo que podrían hacerle si lo mataba. O peor aún, lo que podía llegar a hacerle el propio Lange si sobrevivía al disparo.
Werner suspiró. Sintió un profundo odio hacia sí mismo, pero no tenía opción. Levantó la Luger, apuntando a la cabeza de Bauer.
*No puedo hacer esto.*
Era plenamente consciente de que estaba desobedeciendo una orden directa de Lange y que eso probablemente le costara la vida; pero su dedo simplemente se negaba a apretar el gatillo.
Cerró los ojos y tragó saliva.
*Tengo que hacerlo*, se dijo. *Es su vida o la mía.*
El estruendo del disparo retumbó en medio del silencio sepulcral de los Alpes.
Werner abrió los ojos. Donde había estado la cabeza de Bauer ahora solo quedaba una confusa masa rojiza. Sintió náuseas y apenas pudo reprimir una arcada.
Hans estaba inmóvil, con los ojos muy abiertos. Schäfer, inexpresivo, sostenía su Walther P38, todavía humeante y apuntando a Bauer. Lange miraba fijamente a Werner.
No dijo nada. No era necesario; su mirada transmitía un desprecio infinito. Werner tuvo que bajar la vista.
*Es el final. Estoy muerto.*
Pasaron varios segundos. Werner solo escuchaba un zumbido agudo producto del disparo.
-- No podemos perder mas tiempo con esto -- dijo finalmente Lange; era cruel pero también pragmático. -- Vuelvan al camión.
Werner enfundó la Luger. Estaba aterrorizado. Estaba confundido. Pero estaba vivo.
Lange se le acercó.
-- No voy a tolerar otro desliz -- le dijo en voz baja. -- Nuestro cargamento es demasiado importante.
La candidez de Lange lo tomó completamente desprevenido. *Lange cree que es un secreto, pero yo sé cual es nuestro cargamento.* Estaba prohibido hablar sobre las cajas; pero su peso y las precauciones que Lange había tomado para mantener la operación en secreto no le dejaban dudas de qué era lo que estaban transportando a través de los Alpes.
-- ¡El Führer está muerto! -- exclamó. -- ¿Que van a cambiar diez camiones cargados de oro?
Lange le lanzó una mirada furiosa. Werner bajó la vista, dio media vuelta y caminó hacia el camión. Sentía que su corazón estaba a punto de explotar. Se le erizaron los pelos de la nuca; estaba esperando el disparo que acabara con su vida. *Que sea rápido...*
Pero no hubo ningún disparo. Llegó al camión y abrió la puerta; confundido, pero sin atreverse a mirar atrás, se sentó en el asiento del conductor y reanudó la marcha.

Varios metros mas atrás, Lange y Schäfer volvían a su camión. Schäfer se detuvo.
-- ¡*Herr Standartenführer*! ¡Si Werner Krause descubrió que transportamos el oro del Reich, el resto de los soldados no tardará en saberlo!
Lange contempló la oscuridad durante unos segundos y luego asintió lentamente.
-- Eso espero, Schäfer. Es lo que los distrae de nuestro verdadero propósito.

## Dawn, May 1, 1945
Werner squinted, seeking the beam of light. He rubbed his eyes and tried again, but the darkness was absolute.
A wave of fear passed over him. He stepped on the brake and the truck stopped abruptly. *Shit.*
In the passenger's seat, Hans woke up and his hand instinctively went to the holster of his Luger.
"What is it?" he grumbled.
"Bauer." Werner pointed ahead.
Hans looked through the wipers. The headlights were off, and the moonlight barely cut through the fog; it was impossible to see ahead.
"Where is Bauer?"
"I don't know. That's the problem."
Hans immediately understood. Without Bauer marking the path with a lantern, it was impossible for the convoy to continue forward. SS Lange had made it clear he didn't want any delays. And knowing Lange, someone would undoubtedly pay for this problem with his life. Just not me, Hans hoped.
"Shit."
Werner pulled the handbrake, turned off the engine and stepped out of the truck. He looked behind and made out the foggy silhouettes of the trucks that followed.
"Stop!" he yelled, waving his arms.
Truck engines turned off one by one and the Alps were left in complete silence. Werner felt momentarily disoriented in the absolute blackness.
He forced himself to concentrate. If the convoy didn't continue in a few seconds, he would need to explain to Lange. He felt panic just thinking that.
"Werner!" Hans called, several feet in front of the truck.
Hans watched something on the ground. Getting closer, Werner saw Bauer in a fetal position with the lantern fallen at his side.
"I can't... I can't..." Bauer stammered, barely audible. His eyes were open but out of focus.
*God, he's a child, he can’t be older than 18!* Werner then bitterly remembered that he himself was only 20.
*How much does two years of war age you…*
Bauer had collapsed, exhausted, after leading the truck on foot for hours without sleep since departing Berlin two days ago. They had only stopped in Zürich enough time to load heavy crates waiting in an abandoned depot.
Werner felt guilty; they should have relieved Bauer hours ago. Perhaps it was now too late.
"You drive, I'll go with the lantern," he told Hans. "Help me lift Bauer."
Of course he would have preferred to continue behind the wheel while his companion took the lantern, but that was too dangerous. Werner was aware of his own exhaustion. His eyes had shut more than once, he even began to hallucinate; the past hours he thought he heard everything from Wagner's operas to crying babies.
*If I continue I'll drive off the path.* He thought it vaguely amusing that Lange's wrath worried him more than ending up dead in the bottom of a cliff.
Hans helped Werner carry Bauer on his shoulder and turned towards the truck. *Maybe we'll get out of this one.*
A ghost-like figure emerged from the fog just a few steps from them.
The soldiers felt the instinct to draw their guns, but their exhaustion won. Werner managed to place his hand next to his Luger; Hans simply drew in a resigned sigh.
"What's this?" the ghostly figure asked.
Goosebumps rose on Werner's neck upon recognizing the voice of *SS-Standartenführer* Heinrich Lange. *Relax, relax, we're almost ready to continue.* He tried calming himself, but his knees trembled.
"A ... standard relief, *Herr Standartenführer*," Hans replied.
Lange observed them several seconds without a word, in what seemed like hours for Werner.
"A relief," he said at last. He pointed to Bauer. "Drop him."
Werner doubted for an instant, but knew that disobeying Lange would only make things worse. He left Bauer on the ground.
Lange walked around the boy, hands clasped behind his back. He watched the boy's futile efforts to sit up with amusement.
"A relief?" Lange repeated. "It appears to me that *Herr* Bauer abandoned his post."
Werner and Hans looked at each other with horror. They knew what was to happen; they had witnessed it before.
Bauer tried stammering an excuse and went on his knees.
"Don't get up, Bauer. Don't bother," Lange condescended. He paused and spoke over his shoulder. "Schäfer?"
Another figure materialized from the fog without a trace of sound.
"Yes, my *Standartenführer*."
Werner's blood froze. He immediately recognized *SS-Sturmbannführer* Stefan Schäfer, Lange's right hand man. Only 17 years old, he had already built a fearful reputation while shooting up the ranks of the SS.
"We have a deserter, Schäfer."
Lange continued without waiting for an answer.
"*Gefreiter* Bauer, this tribunal finds you guilty of desertion."
*That bastard! The war is over!*
Lange turned to Werner. "Execute him," he ordered with a smile.
Werner’s stomach turned; even knowing Lange’s sadism, the order took him by surprise.
Bauer, terrified, fought to sit up. With surprising agility, Schäfer gave him a strong kick to the face. The boy fell forward and stayed motionless.
Lange looked at Werner. He no longer smiled.
“Are you disobeying an order, *Gefreiter?*”
The mention of his rank made Werner find himself taking the Luger from the holster without thinking. *What am I doing?*
He looked at Bauer, who tried moving. A small pool of blood began to collect under his face.
Suddenly it occurred to him that he could kill Lange. He just needed to move his arm and pull the trigger; it would take a fraction of a second.
He cocked the Luger.
Of course he couldn’t kill Lange. Schäfer and the rest of the SS that followed in the trucks held a fanatic devotion towards their superior; he didn’t want to think what they were capable of doing to him if he killed Lange. Or even worse, what Lange himself would do if he survived the shot.
Werner breathed a sigh. He felt a deep self-loathing, but he had no choice. He raised the Luger and pointed it at Bauer’s head.
*I can’t do this.*
He was fully conscious that he was disobeying a direct order from Lange and that this would probably cost him his life, but his finger refused to pull the trigger.
“I have to do this,” he told himself. “It’s his life or mine.”
The blast of the shot echoed through the deathly silence of the Alps.
Werner opened his eyes. A mass of blurry red was now all that was left of Bauer’s head. He felt nauseated and barely contained from retching.
Hans was frozen with his eyes wide open. Schäfer, inexpressive, held his Walther P38, still smoking and pointing at Bauer. Lange stared at Werner.
Lange said nothing. He didn’t need to; his glare instilled an infinite contempt. Werner was forced to look down.
*This is it. I’m dead.*
Several seconds passed. Werner only heard a sharp ringing left from the gunshot.
“We can’t lose more time with this,” Lange said finally. He was cruel but also pragmatic. “Go back to the truck.”
Werner holstered his Luger. He was terrified, he was confused. But he was alive.
Lange approached him.
“I will not tolerate another error,” he said in a low voice. “Our cargo is far too important.”
Lange’s remark took him completely by surprise. *Lange thinks it’s a secret, but I know what our cargo is.* It was forbidden to talk about the boxes, but their weight and the precautions Lange had taken to keep the operation secret left no doubt as to what they were transporting across the Alps.
“The Führer is dead!” he exclaimed. “What’s ten trucks full of gold going to change?”
Lange threw him a furious look. Werner lowered his head, turned around and walked towards the truck. He felt his heart on the verge of exploding. The hair on his neck stood up, he waited for the gunshot that would end his life. *Make it fast…*
But there was no shot. He made it to the truck and opened the door. Confused, but without daring to look behind, he sat in the driver’s seat and resumed the caravan.

Several paces behind, Lange and Schäfer walked to the truck. Schäfer stopped.
“*Herr Standartenführer!* If Werner Krause discovered we are transporting the Reich’s gold, the rest of the soldiers will soon find out!”
Lange gazed into the darkness for a moment, then slowly nodded.
“That’s what I hope, Schäfer. It will distract them from our true purpose.”
