11) Bajo el estatus actual, Puerto Rico se encamina hacia una profunda crisis económica. El modelo del ELA ya no rinde más frutos. Ya no sirve para impulsar el desarrollo económico de Puerto Rico. Puerto Rico ya no cuenta con los incentivos contributivos que atraían empresas de alta tecnología y farmacéuticas. En los comienzos de la Operación Manos a la Obra, Puerto Rico bajo el ELA, obtuvo tasas de crecimiento superiores a los demás países en proceso de desarrollo y de los Estados Unidos. En las décadas de los años noventa, las tasas de crecimiento de los países en proceso de desarrollo han sido superiores a los obtenidos por Puerto Rico.
12) Durante las pasadas décadas, la deficiencia en el gasto agregado ha sido subsanada por un aumento en el gasto del gobierno. Una estrategia que no es posible dentro de la actual limitación presupuestaria. Por años, el gobierno ha sido el motor principal de la economía con los magnos proyectos como el tren urbano, el supertubo, las comunidades especiales, entre otros. El déficit presupuestario, que ahora se le llama un déficit estructural, limita las posibilidades de una política fiscal expansiva que cargue con la economía. La presente incertidumbre sobre el futuro económico de Puerto Rico ha perjudicado el clima de inversión en Puerto Rico. No hay que enumerar los presentes problemas económicos que vivimos actualmente en Puerto Rico. Es conocido por todos los problemas de desempleo, salud, criminalidad, educación y en la infraestructura.
13) Ante una situación crítica hay dos maneras de subsanar el problema. Se puede trabajar en un cambio se resulte en una solución al problema, o se puede optar por alejarse del problema. Miles de puertorriqueños han optado por emigrar a los Estados Unidos en una búsqueda de mejores oportunidades de vida. Estos puertorriqueños han elegido con su acción votar por vivir bajo la estadidad. Independientemente si son estadistas, autonomistas o independentistas, con sus acciones apoyan el argumento estadista. Con sus acciones, están diciendo prefiero pagar impuestos federales, prefiero enviar mis hijos a escuelas americanas, prefiero vivir bajo la bandera americana. ¿Cuantos más miles de puertorriqueños tendrán que abandonar su patria, hasta que Puerto Rico decida su destino final?

12) In past decades, the deficiency in aggregate cost has been offset by an increase in the cost of government. This strategy is not possible under current budgetary limitations. For years, the government has been the main driving force of the economy, with great projects like the urban train, the Super Aqueduct, and special communities, among others. The budget deficit, which is now being called a structural deficit, limits the possibilities of an expansionary fiscal policy within this economy. The present uncertainty about Puerto Rico’s economic future has negatively affected our investment climate. There is no need to list the economic problems we’re currently living with in Puerto Rico; everyone knows about our problems with unemployment, health, crime, education, and infrastructure.
13) When faced with a critical situation, there are two approaches: either make a change towards solving the problem, or distance oneself from the problem. Thousands of Puerto Ricans have opted to emigrate to the United States in search of a better life. By this action, these Puerto Ricans have submitted their vote for Statehood. Regardless of whether they identify themselves as estadistas, autonomistas or independentistas, by their actions they support Statehood. By their actions, they are saying, “I prefer to pay federal taxes, I prefer to send my children to American schools, I prefer to live under the American flag.” How many more thousands of Puerto Ricans will have to abandon their country before Puerto Rico decides its final destiny?

La jueza de la Audiencia Nacional María Velasco ha dejado en libertad, pero todavía imputada, a Jessica O., la secretaria del presunto cabecilla de la red de blanqueo de la mafia rusa, Andrei Petrov, desarticulada ayer en Lloret de Mar (Girona) en la denominadaoperación Clotilde, según fuentes de este tribunal. El fiscal había solicitado su libertad por dos razones: ha colaborado con la justicia y es lactante, pues tiene un bebe de un mes.
El juez ha acordado su protección policial las 24 horas del día, lo que supone que tiene la condición de "imputado protegido". Igualmente, ha acordado, como medidas cautelares, la retirada de pasaporte y la prohibición de abandonar el país. El magistrado no ha acordado comparecencias porque va a estar todo el día con policías para su protección.
El resto de los cuatro detenidos comparecerán el lunes ante el juez, tras su arresto el viernes por su presunta implicación en esta trama de blanqueo de capitales procedentes de la mafia rusa, que supuestamente actuaba por toda Catalunya. Dicho municipio de la Costa Brava cuenta con una importante presencia de ciudadanos procedentes de Rusia, un país que es un cliente destacado en el negocio turístico base de la economía local.
Entre los detenidos en la operación, dirigida por el titular del Juzgado Central de Instrucción número 6 y la Fiscalía Anticorrupción, se encuentra también Semion Mogilevich, uno de los diez criminales más buscados por el FBI de Estados Unidos. Se les relaciona con el blanqueo de casi 56 millones de euros en los últimos años.
Los cuatro presuntos miembros de la mafia rusa están acusados de blanquear en dos años 50 millones de euros invirtiendo en negocios de todo tipo como restaurantes, locales comerciales, gasolineras e inmobiliarias. Durante la operación, en la que se intervino además al presunto líder un fusil kalashnikov en su domicilio, agentes de la Guardia Civil se personaron en la sede del ayuntamiento de Lloret de Mar y solicitaron documentación sobre diversas personas e información de las empresas que, presuntamente, servían para blanquear el dinero.
Este grupo afincado en España estaba dotado de una clara estructura jerárquica cuyo líder estaba en Rusia, según fuentes de la investigación. Para el blanqueo de capitales, esta red hacía pasar el dinero por terceros países y posteriormente se invertía en España en negocios de tipo financiero e inmobiliario, principalmente, aunque también se dedicaban a otras actividades entre las que se incluye la esponsorización de entidades deportivas de la zona.
Andrei Petrov había creado una serie de empresas que, contando con la colaboración y asesoramiento de numerosas personas, se habían infiltrado en el tejido económico y social de la zona, realizando numerosas operaciones, explica la Guardia Civil. Entre los terceros países a los que recurría el grupo, algunos de ellos paraísos fiscales, se encuentran las Islas Seychelles, Chipre, Andorra, República Eslovaca e Islas Vírgenes Británicas. Operation Clotilde was conducted by the magistrate of Criminal Investigation Court No. 6 and the Anticorruption Prosecutor. Among those arrested is one of the ten criminals most wanted by the United States FBI, Semion Mogilevich, who is linked to the laundering of nearly 56 million euros in recent years.
The four suspected members of the Russian mafia are accused of laundering 50 million euros in two years by investing in all types of businesses, including restaurants, commercial offices, gas stations and real estate agencies. During the operation, in which an automatic Kalashnikov rifle was seized from the home of the suspected leader, agents of the Civil Guard appeared at Lloret de Mar City Hall requesting documentation for various individuals and information on businesses suspected of laundering money.
The Spanish group had a clear hierarchical structure with a leader in Russia, according to investigative sources. In this laundering network, money would pass through third party countries and subsequently be invested in Spain, chiefly in financial and real estate businesses but also in other activities, including sponsoring area sports clubs.
Relying on the collaboration and advice of numerous people, Andrei Petrov had created a series of businesses which carried out many different operations and became interwoven in the economic and social fabric of the area, explains the Civil Guard. The third party countries used by the group included the Seychelles Islands, Cyprus, Andorra, Slovakia and the British Virgin Islands, some of which are tax havens. Corporations and strategically located agents threaded through the network in all of these locations.

La gran montaña se eleva a más de 652 m por encima de la Ciudad Sagrada, y ofrece paisajes tan exuberantes, como pocos lugares del mundo; por senderos de la antigua red de caminos utilizados por los incas, que ascienden en medio de la abundante vegetación, rodeado de fauna nativa. El camino tiene tramos irregulares de escalinatas de piedra, se calcula que durante el ascenso se atravesará por más de 1,600 escalones.
El tiempo de ascenso depende del estado físico de la persona, y puede variar de 2 a 3 horas. Desde la cima podrá contemplar el asombroso cañón que forma la vertiente del Vilcanota, con montañas cubiertas de vegetación por un lado, y por el otro, las montañas de la cordillera del Vilcabamba, la cumbre nevada del Salkantay (6,271 m.s.n.m.) entre otros.
