I agree that this would be 'incitement to murder' in most contexts; however, here we are talking about the use of a hired killer, which is hardly incitement. I think my proposal may fit the bill. Check the following examples:

The root of the problem, of course, is that common law jurisdictions have a different approach to such crimes. Only a lawyer can comment definitively, but it seems to me that in common law jurisdictions a person who hires a killer is guilty of murder itself and not of any related offence, which explains the absence of any one clear cognate term.
