That is certainly possible! I think suggestions below can be certainly possible. Because there lots of combinations like "masraf ve ücreti vekalet". But in our case there is missing "i" in the "ücret vekalet", which can be a result of typing.

Typological error I agree that there my be a typological error and that the question being posed should be "ücreti vekalet" in which case the more common translation would be "attorney fees"

Having worked as both a lawyer and translator in Turkey I would add that it is very likely that the court stenographer made the typo.

Typological error? It would make perfect sense if we had "ücreti vekalet" rather than just "ücret vekalet". Then the meaning would be "counsel's/attorney's fee".
