M.Sanık vekilinin mahkememize mazeret ve beyan dilekçesi ibraz ettiği görüldü, okundu, dosyasına konuldu.

This is about a lawyer who indicates his client cannot attend the trial (mazeret dilekçesi) and also presents a 'beyan dilekçesi'.

petition of (excuse) statement

I cannot be 100% sure, but it seems that "mazeret ve beyan dilekçesi" is poorly written Turkish, which in fact should be "mazeret beyanı dilekçesi". It seems to refer to a petition in which the attorney declares/states an excuse for his/her client for not attending the trial.
