@neilmac Precisely, that is how I understood the term, but maybe I was influenced by the Portuguese verb "premiar", which also means "to favor" or "to privilege" or "to prefer" (apart from "awarding a prize").

Regardless of education level (which is really irrelevant here to the actual translation), it is tricky to ascertain what "tiene premeado" is! I thought it may be ".... because the kind of people you are referring to have ***permeated/infiltrated/come into *** the security sector ... BTW, even in my country, it is generally (high) school-leavers (not tertiary education level) that apply for security jobs.
