Creo que esa es la idea. Algo así como "en relación con este tipo de asuntos"

Nonetheless
This is not really a translation, but more a suggestion for how to connect the two sentences logically in English. It seems that the Spanish transitional phrase is awkward/doesn't quite make sense, so I would just choose an English transitional phrase that makes sense within the context.
If you were to go for a more literal translation, I'd follow Kathleen's suggestion of translating "dentro de" as "despite..."
Hope this helps.

Thanks, ael. I agree with your comment - there is a clear connection between offering cable TV and offering good service.

to the best of our ability [BUT, see below...]
I think that "as far as we can" is probably what it means.
However, expressed like this, it does seem rather wishy-washy, possibly even slightly negative, maybe even implying "as long as you behave yourself and don't make off with or lose the control, then in return we'll do our best for you"!
So I would change the whole thing around:
The hospital will do its utmost to ensure....

Of course, that includes "The hospital does its best to..." and other close variations on that theme!

PS, by "as far as we can", I mean "within our remit"/"within the guidelines"/"within the realms of possibility"

: I agree that it doesn't mean what it says. I see it as simply a phrase to carry the discourse along.

thank you, Muriel!//I agree with you, but feel that , in this case, something is needed to carry the discourse along, which otherwise is rather disjunctive. As the asker says, rather a non-sequitur

[Omit entirely]
Honestly, I think it's meant to be a discourse marker rather than a phrase with semantic content. In discourse analysis, a marker is simply a string that moves the discourse along. I find that Spanish requires this type of thing more often than English. For example, the famous "Asimismo," is often better left out because a "meaningful" translation distracts from the flow of the main idea in English.

: Another possibility! Although I think I'd still tend to try to replace it with another discourse marker to bridge that gap between the slightly -ve part before, and what needs to be a +ve conclusion

Hi Carol! You have a point. I just offered this as another possibility. Maybe a neutral bridge is needed.

All rooms have cable television, and you will be given the control for it upon admission, which you must return to the accounting department upon discharge. If it is lost or not returned, an additional charge of $40 (forty dollars) will be made to your account.
