I am very confused about how to translate the whole of the following section. I can't make head nor tail of it. It appears in a Red Cross text about care for the elderly and more specifically, the promotion of healthy ageing.

Por un lado, la de Atención a la dependencia que prioriza las personas en situación de dependencia y el cuidado al cuidador principal y por el otro, el área de Promoción del envejecimiento saludable.

Caso 2: Programa Promoción del envejecimiento saludable.
El Programa se enmarca dentro del Centro ANÍMA- Unidad de atención al mayor.
Este centro se ubica en la ciudad de Pamplona (Navarra) y engloba todos los proyectos de Cruz Roja que se dirigen a las personas mayores.
El centro se estructura en dos áreas de intervención.
Por un lado, la de Atención a la dependencia que prioriza las personas en situación de dependencia y el cuidado al cuidador principal y por el otro, el área de Promoción del envejecimiento saludable.
Esta área promueve el desarrollo personal, cultural y social de las personas mayores, así como el fomento de la solidaridad.

I understand the meaning of "prioriza" What I don't understand is the meaning of the section in which it appears. Sorry if I did not make this clear enough in my original request.
