Does "acciones" refer to "remedies" in this context, or merely "actions".

Proceedings instituted

For instance, "In a proceeding instituted by an application for a writ of habeas corpus by a person in custody pursuant to the judgment of a State court..."

Note: it is difficult to make a choice between "proceedings" and "actions" without further context but the above appears similar to a writ of amparo.
