Se trata de una autorización para que un menor de Argentina pueda viajar al extranjero. En la última parte de la escritura aparece la legitimación notarial.
La frase completa es: Leo la presente escritura a los comparecientes, **así la otorgan y firman de conformidad**, ante mí, doy fe.
Cuando dice "la otorgan" entiendo que hace referencia a que otorgan la autorización (no la escritura en sí).
Tengo problemas para armar la frase en inglés, se me ocurre lo siguiente:
"I have read this notarial instrument to the appearing parties who in witness whereof sign and grant this authorization, before me, I attest."
¿Me podrían ayudar a pulirla/mejorarla".

: Absolutely agree. This is pure boilerplate Spanish; 'otorgar' in this context is nearly always 'execute'. NB 'la' refers to 'la escritura'.

: I do not think there is any "witnessing" involved in the verbs otorgar, firmar or the word conformidad.
