Se trata de una autorización para que un menor de Argentina pueda viajar al extranjero. En la última parte de la escritura aparece la legitimación notarial.

La frase completa es: Leo la presente escritura a los comparecientes, **así la otorgan y firman de conformidad**, ante mí, doy fe.

Cuando dice "la otorgan" entiendo que hace referencia a que otorgan la autorización (no la escritura en sí).
Tengo problemas para armar la frase en inglés, se me ocurre lo siguiente:

"I have read this notarial instrument to the appearing parties who in witness whereof sign and grant this authorization, before me, I attest."

¿Me podrían ayudar a pulirla/mejorarla".

Me parece ser perfecta la primera traducción, pero en vez de un instrumento notarial, sugiero que es un documento reciente o nuevo (la presente escritura). En vez de traducir el yo, escribo de la persona que lee el documento. El verbo 'otorgar' me interesa. Pienso que es de autorizar o aprobar lo que está en el documento, y al aprobarlo quienes están lo firman con su acuerdo. La última parte 'ante mi doy fe' es de un testigo que lee el documento. luego el mismo certifica que los que asistieron en la reunión son los comparecientes que lo entienden y están de acuerdo con ello y lo firman.

Grant? Schmant!
(Sometimes "otorgar" does translate comfortably as "grant", but I think "execute" works better here).
Example sentence:

...the parties herein stated hereby execute and sign ...

agree Alan Thompson : Absolutely agree. This is pure boilerplate Spanish; 'otorgar' in this context is nearly always 'execute'. NB 'la' refers to 'la escritura'.

The ones who grant their approval might give permission or authorize something.
The information explains:
'The person reads the recent document aloud to those who attend the meeting. Thus they grant their approval and sign it in agreement.'
The one who read the document aloud certifies that they approve the content of the document, and he's a witness of the ones who signed it.

I note that the verb 'to grant' can be to allow or consent to the fulfilment of something, to give something officially or formally, to acknowledge or recognize the value of something, or it can be a transfer of property.

I'm unsure in witness *whereof* (normally all caps: IN WITNESS WHEREOF) fits in with the Notary's following sign-off (certification or, notarially, attestation), hence change the word order, as prefixed in the second example sentence.
