Estoy traduciendo un documento relacionado con los deberes o más bien responsabilidades de los juzgados locales y tengo una duda con la expresión a continuación:
Facultades de los juzgados locales:
Dicta las sentencias conforme ley.
En casos que la Ley //contempla mediación//, es el responsable de certificar a facilitadores judiciales rurales y urbanos, para disminuir la tasa de casos que llegan al Juzgado y que pueden resolverse a través de diálogo en la misma comunidad.
De antemano, gracias por su apoyo.

Although "contemplar" is a little broad in its meaning (from "order" to "consider"), I would assume this refers to cases where the law requires mediation to be carried out. Having said that, both "prescribe" and "provide" are sufficiently vague to cover it.
I don't think there is any doubt about "mediation".
