These are the articles of association of a company. The word comes up twice in one of the articles but I'm not all together sure if it has the same meaning.
"para el ejercicio de las actividades que constituyen el objeto social, será preciso cumplir los requisitos que la legislacion exije en cada caso, tales como TITULACIONES especiales, inscripiones en registros ...".
And later it reads: "Las {mismas} actividades podran desarrollarse mediante la TITULACION de acciones o participaciones en sociedades con objeto identico o analogo."

Perhaps "securitization" means the same thing, but in the US it would be more natural to say "issuance of stock." I believe that in the first instance "titulaciones" referred to the "issuance of special stock" (sg in English) and in the second case, simply to the "issuance of stock [or shares in the companies]" since "acciones" becomes redundant.
