Existe una consulta parecida con el mismo término en el ámbito judicial, pero en este caso se trata del ámbito policial.

In this context "instructor" usually refers to a member of the police forces who investigates an accident, offense, etc., and then files a report ("atestado").

This actually appears to be a crime report made by an individual (the "denunciante") at a police station ("comisaría"). If this is indeed the case (and you will know from the rest of your text if it is), then the "instructor" could possibly be described as the "officer on duty", who along with the secretario, will take down the person's statement.
