nominal value / face value

They are roughly the same. "Nominal" more appropriate for a whole bond issue

As investopedia says "When referring to fixed-income securities, the nominal value is also the face value"

The nominal value of the issue will be made up by notes with a nominal or face value of a minimum 50K euros

Net proceeds

I think the distinction might be the face value of each tranche of notes/bonds/corporate paper issued versus the total face value of all the notes that are sold.

Importe nominal - (maximum) nominal amount, nominal valor - nominal price/value

This is the difference, between what can be issued and the individual price of each note.
