: NO, the distinction here is between Court-ordered and Police-ordered penalties (e.g. Magistrates' Court fines vs. fixed penalty notices in UK)

It may be tautology or not, but most police charges are criminal ones. The police are not involved in civil proceedings. Perhaps in the jurisdiction in question, there is a difference between criminal and police charges.

: it's not a tautology because several countries have a whole regime of separate Police charges that don't involve the criminal courts per se
