neutral Charles Davis : I agree with Benjamin; this is not incorrect, of course, but it is not a suitable translation in context. Note that it specifically says that it is sensitive to ü, the only letter on which the diaeresis is used in Spanish.

The whole sentence would be ...except for the diaeresis used with the letter u.

And again I am trying to translate for general usage not for linguists.

agree Charles Davis : Absolutely; this is the translation. I think I'd keep "the letter". What it's saying is that it recognises "ü", but not other letters with diacritic marks, so apparently it doesn't recognise ä or ë.
