I chose the term nurture as it is often used in this field to mean care for lovingly.

or more generic:
Health and nurturing in infancy/childhood

you can turn it around as you wish-infants are very young children (0-2) so depends on the target age of the project

I would prefer referring to the children/infants themselves rather than using 'infancy' which sounds a bit abstract and less personal

Please note that apart from meaning "a child at the earliest stage of its life, baby", the word "infant" refers to "a young schoolchild, usually under the age of seven" in British.
